Development Of A Methodology To Provide Coherence And Alignment Between Climate Change Instruments In Chile: Ndc, National Biodiversity Strategy And Its Prompt Update, Long-Term Climate Strategy And Its Imminent Update, National Plan For Adaptation To Climate Change, Energy Policy And The 30 Sectoral And Regional Plans, Including Their Dimensions Of Carbon Neutrality And Positive Nature. In Addition, It Is Necessary To Incorporate The Dimension Of Public Climate Change Policies At The Community Level: The Community Action Plans Against Climate Change Paccc. To This End, The Following Specific Objectives Are Established: Develop A Methodology Of Coherence And Structural Alignment, Which Allows Guiding Future Climate Change Management Instruments Ndc, Nbsap, Eclp, Sectoral, Regional And Communal Plans, With A Proposal For Guidelines In Order To Improve Their Alignment And Coordination For The Future Generation Of Climate Change Instruments, Strengthening Their Multilevel Articulation And Ensuring Their Consistent Contribution To Compliance With The Requirements Of The Law And The Countrys International Commitments. Propose A Framework For Homogenizing The Contents Of Sectoral Adaptation And Mitigation Plans, Which All Have Minimum Contents In Accordance With The Level Of The Instrument And What Is Required By The Climate Change Framework Law, And Which, If Necessary, Incorporate Aspects Of The Eclp 1.0 And Which Could Eventually Cease To Be In The Eclp 2.0 In Order For Them To Be Contents Of The Sectoral Plans. Design A Proposal To Improve The Governance And Standardization Of Contents Of The Parcc Regional And Paccc Communal Plans, Considering The Review Of Current Instruments—Including Those Prepared Prior To Law 21,455—And Respecting The Climate Governance Established In The Law, In Order To Ensure Regulatory Consistency, Hierarchical Coherence With Sectoral Plans And Strategic Alignment. Evaluate The Integration Of Climate Change In The Regional Erd Development Strategies, Identifying Gaps And Good Practices, As Well As The Degree Of Incorporation Of Adaptation Criteria Through Strategic Environmental Assessment Eae, And The Incorporation Of Climate Change In The Preparation Of The Strategies, With The Purpose Of Integrating These Strategies Into The Coherence Analysis Of Climate Change Instruments. Identify Gaps And Challenges Of Institutional Coordination In The Multilevel Climate Planning System, And Propose Solutions, Considering The Hierarchy Of Instruments And Principles Established In Law 21,455, In Order To Strengthen The Vertical And Horizontal Articulation Of The Climate Governance Framework. Design A Structural Alignment Mechanism And Standardized Methodology For Multilevel Reportability, Which Allows The Integration Of Local, Regional, Sectoral And National Instruments Under A Common Language For Ghg Mitigation Indicators And Short-Lived Climate Forcing And Adaptation For Water And Nature, Incorporating And Incentivizing The Participation And Contribution Of The Private Sector. Develop A Set Of Quantifiable And Comparable Indicators With A Common Language, Which Allows Establishing An Mrv And Mea System, Certification And Visibility Of Initiatives With Climate Impact And Of A Positive Nature, Promoting Investment In Decarbonization Actions And Promotion Of Nature For Resilience. Establish, Complete And Complement A Reportability-Traceability Framework That Allows Climate Instruments Of Different Scales To Contribute Comparable Metrics To Compliance With The Ndc, Ensuring Methodological Consistency, Transparency And Technical Robustness In The National And International Report. For This Analysis, Consider The Existing Reportability Frameworks.
