With Decision No. F801522 Of January 23, 2026 Of The Executive Director Of Mbal - Blagoevgrad Ad, A Procedure Was Opened For Awarding A Public Contract By Conducting A Public Competition With The Subject: Services For The Collection, Transportation, Disposal Or Destruction Of Hazardous Waste For A Period Of 2 (Two) Years, Published In The Official Gazette With Unique Number No. 00816-2026-0001. With The Effective Decision No. D52918720 Of February 19, 2026. The Above-Mentioned Procedure Was Terminated On The Basis Of Art. 110, Para. 1, Item 1 Of The Zop, Therefore, Not A Single Bid For Participation Has Been Submitted. According To Art. 182, Para. 1, Item 2 Of The Public Procurement Act, The Contracting Authority May Conduct Direct Negotiation With Certain Persons When The Procedure For Awarding Through A Public Competition Has Been Terminated Because No Bids Have Been Submitted Or The Bids Submitted Are Inappropriate And The Originally Announced Conditions Have Not Been Substantially Changed. The Present Public Procurement Is Conducted On The Basis Of Art. 182, Para. 1, Item 2, In Connection With Art. 18, Para. 1, Item 13 Of The Ppa Without Changing The Originally Announced Conditions Of The Contracting Authority And In Compliance With The Applicable Legislation. The Subject Of This Public Procurement Is: Collection, Transportation, Disposal Or Destruction Of Hazardous Waste From The Activities Of The Multispecialty Hospital For Active Treatment - Blagoevgrad Ad According To Art. 21, Para. 1 Of Ordinance No. 1/09.02.2015 /Waste, The Collection And Disposal Of Which Is Subject To Special Requirements In Order To Prevent Infections/. The Subject Of This Public Procurement Includes Periodically Repeated Activities Of Transport, Transfer For Treatment And Treatment Of Separately Collected Hazardous Hospital Waste By Types And Quantities, According To The Conditions Specified In The Technical Specification, An Integral Part Of The Documentation. The Estimated Total Amount Of Hazardous Waste Is Specified In The Technical Specification, The Estimated Amount Of Hazardous Hospital Waste Is Indicative, And The Contractor Is Not Obliged To Generate And Assign The Full Estimated Volume For The Duration Of The Contract. The Actual Performance Of The Public Order Will Be Determined On The Basis Of The Actual Admission Of Patients To The Medical Facility For The Period Of Performance Of The Service. The Contracting Authority Reserves The Right, If Necessary, To Request Activities For The Transportation Of New Waste Codes That Are Not Included In The Technical Specification, But Are In Fulfillment Of The Subject Of The Public Procurement;
