Strategic resources for fiscal management: This component aims to improve management tools, modernize technological infrastructure, and expand fiscal education and transparency to society, enhancing the institutional performance of SEFAZ, and will finance: Implementation of the Green and Innovation Governance Model, including: (i) restructuring of SEFAZs structure and competencies to meet the guidelines of the RTC and digital transformation; (ii) Integrated Corporate Management of SEFAZ based on data, considering the strategic pillar of environmental sustainability; (iii) Institutional Risk Management Plan and mitigation actions, considering the risks of the RTC, the ecological transition, and climate change; and (iv) Sustainable Infrastructure and Logistics Action Plan (Green SEFAZ), with an inventory of carbon emissions and installation of a smaller number of solar panels in public spaces without impacts; Implementation of the Sustainable and Inclusive People Management Model for RTC, including: (i) redesign of the people management strategy aligned with RTC and the ecological transition; (ii) corporate education plan for knowledge management, including a virtual platform and inclusive Learning Center for people with disabilities; and (iii) Health and Quality of Life Plan, gender, diversity and inclusion of the organization; Implementation of the Green IT Management Model, including: (i) Technological Governance and Information Security Plan oriented towards the use and protection of data, encompassing cybersecurity measures; (ii) IT Demand and Contract Management Plan; (iii) updated and energy-efficient technological infrastructure; and (iv) adaptation of the current Green Data Center; and Implementation of the Transparency and Social Participation Model, including: (i) restructuring of internal control and the citizen service unit; (ii) new Tax Education Program, aligned with the new demands of RTC; and (iii) gender-sensitive organizational communication tools. Component 2. Tax Administration and Tax Litigation: This component aims to strengthen the SEFAZs capacity to operationalize the RTC and improve the effectiveness of state revenue generation, and will finance: Implementation of the Fiscal Policy and Information Management Model, including: (i) a new fiscal policy system aligned with the RTC and the sustainable energy transition; (ii) interoperability of Tax Administration systems, encompassing the national registry and the evolution of REDESIM; and (iii) a portal for managing tax and financial benefits; Implementation of the Data-Driven Inspection Model, including: (i) tools for managing structured fraud; (ii) strategy and processes focused on the use of data and tax compliance, with virtual monitoring of taxpayers and a self-regulation portal; (iii) planning, monitoring, and inspection of tax compliance for the RTC, addressing taxpayer risk models and new refund processes; (iv) modernization of the infrastructure and the transit inspection process using data and goods control, including environmental impact; and (v) foreign trade operations control system for the RTC; Implementation of the Tax and Active Debt Administrative Litigation Model, including: (i) modernization of tax administrative litigation with AI-automated monitoring and dissemination of judgment sessions; (ii) active debt management system; and (iii) judicial and administrative process management system using AI; Implementation of the Agile and AI-Based Taxpayer Service Model, including: (i) automation and use of AI in taxpayer services; (ii) simplified and taxpayer-focused ITCD compliance system; (iii) assisted declaration for Simples Nacional tax compliance; and (iv) computerized system for research and management of tax regulations using AI, and production of guidance materials; and Implementation of the Revenue and IPVA Management Model, including: (i) adaptation of the revenue system for the RTC; (ii) automation of collection processes; and (iii) automation of processes related to IPVA, including exemptions for people with disabilities. Budget, financial management and public spending: 2.04 This component aims to contribute to fiscal discipline and strengthen the management of public spending, and will finance: Implementation of the Integrated Planning and Financial Administration System of the State of Ceará (SIAFE-CE) based on data, including new modules: (i) automated cash flow; (ii) automated bank reconciliation; (iii) monitoring of indirect administration accounts; (iv) cost methodology and system; (v) public debt system; and (vi) systematized evaluation and control of payroll; Implementation of the State Asset Management Model, including: (i) Asset, Rights and Property Management System; and (ii) technical feasibility studies of investments and scenarios for asset management, considering environmental sustainability criteria; and Implementation of the Data Analytics Platform, including: (i) automation of the extraction and manipulation of fiscal, accounting, financial, economic and social data for decision-making; (ii) analysis, quotation and electronic closing of foreign exchange; (iii) methodology and dashboard for fiscal projections, including the assessment of the impact of climate change on fiscal management; and (iv) training in data science.
