Tenders are invited for Expert for Business Feasibility & Financial Modelling for TVET School Modernization in East Jerusalem 26/015/OPTI-RML Oxfam seeks to hire a consultant with expertise in educational market analysis, financial modelling, feasibility studies, and strategic business planning to develop a comprehensive Business Feasibility Plan for transforming a vocational school in East Jerusalem into a modern hi-tech centre of excellence. This consultancy will inform the financial and economic viability of the modernization plan outlined in the modernization conceptual framework. for the full TOR please see attached Application process The submitted proposal should include 2 (two) documents: a) Technical Proposal and b) Financial proposal, in EURO. To be submitted by email to the below address: procurement.Jerusalem@oxfam.org SCOPE OF WORK: The consultant is expected to: - Review existing project documents, legal assessment, and proposed modernisation model - Conduct a technical and market analysis - Build a 5-year financial model that includes: CAPEX estimates, OPEX projections, Pricing and revenue modelling, Enrolment projections and revenue streams and scenario and sensitivity analysis. - Develop a pricing strategy aligned with the market demand, cost structure, competitive positioning, and financial sustainability - Prepare a comprehensive feasibility report synthesizing all findings. - Present findings to Oxfam and the relevant stakeholders.
