Tenders are invited for Supply, Installation, Commissioning, Testing, Training and Handing over of a Shot Blasting Machine Procurement PROCUREMENT NOTICE Ministry of Housing, Construction and Water Supply DEPARTMENT OF GOVERNMENT FACTORY KOLONNAWA SUPPLY, INSTALLATION, COMMISSIONING, TESTING, TRAINING AND HANDING OVER OF A SHOT BLASTING MACHINE Procurement No. :- 3/1/4/26Q/CE/06/FA/691 The Chairman, Departmental Procurement Committee, on behalf of the Director General, Department of Government Factory now invites sealed Bids for the Supply of Hot Rolled Stainless Steel Sheets. (As per JIS G4304, SUS 316L or equivalent) Items should be delivered within 10 weeks from the date of the order placed. 1. Bidding will be conducted through the National Competitive Bidding (NCB) procedure. 2. Interested eligible bidders may obtain further information from Director (Engineering Logistics) (011) 2532278 - Ext. 149, and inspect the Bidding Documents free of charge at the Department of Government Factory, Kolonnawa from 09.00 hrs to 16.00 hrs on working days, from 04.03.2026 to 08.04.2026. 3. Qualification requirements include manufacturers authorization for items offered. 4. A margin of preference for eligible locally produced goods offered "Shall not" be applied. Additional details are provided in the Bidding Documents. 5. A complete set of Bidding Documents in English may be obtained by interested bidders on the submission of a written application to the Director General, Department of Government Factory, with the payment of document fee of Rs. 2,500/ 6. Sealed bids must be delivered in duplicate to the address mentioned below at or before 11.00 hrs. on 09.04.2026. Bids will be opened soon after the closing time with the presence of the bidder or his representative. Late bids will be rejected. Bidders are further advised to be present one hour before the closing time. 7. Each bid must be accompanied by a Bid Security of Rs. 87,500.00 obtain from a Bank in Sri Lanka approved by the Central Bank of Sri Lanka, or Bank Draft in favor of "Director General, Department of Government Factory", or receipt for payment in cash made before 3.00 p.m. on any working day to the Shroff, Government Factory. Validity period of bid security should be up to 08.07.2026. 8. Local agent who represents foreign principals should register themselves under the Public Contracts Act (PCA) No. 03 of 1987, and shall submit the relevant PCA form with the offer when the value of the procurement exceeds Rs. 5,000,000.00. 9. Pre-bid meeting will be held on 17.03.2026 at 11.00 hrs. at 3rd Floor, Director Generals Office, Department of Government Factory, Kolonnawa. 10.
