Expression of Interest for Telecom Assessment Lao PDR The World Bank is exploring opportunities to engage in and support the development of digital connectivity infrastructure in Lao PDR. With the government prioritizing digital transformation and sustainable growth, there is increasing demand for investments in core digital infrastructureincluding telecommunications networks, data centers, and international connectivityto enhance Lao PDRs digital competitiveness, foster inclusion, and get ready for a new development leap forward based on digitization and AI. This assignment will provide a high-level assessment of the current digital infrastructure landscape with a focus on telecom, identify gaps, and develop recommendations for prioritized public sector investments to enhance connectivity, resilience, and digital sustainability. The main objective is to conduct a comprehensive assessment of Lao PDRs digital infrastructure ecosystem and identify priority investment opportunities for World Bank or partner engagement, with high-level, indicative cost-benefit and ROI analyses. Specific objectives include: Assess the current state and performance of Laos digital connectivity infrastructure, including in the rural areas. Identify and prioritize potential investment opportunities across the telecom and data infrastructure value chain, including networks and green and AI data centers.
