Air Transport Services - Domestic And International Air Transport Services For Passengers And Luggage (Check-In Luggage), For The Travel Of Delegations Of The National Paralympic Committee - Framework Agreement - 24 Months. The Object Of The Purchase Consists In The Conclusion Of A Framework Agreement, With A Duration Of 24 Months From The Date Of Its Signing, Estimated To Take Place In July 2026, Which Will Establish The Terms, Conditions As Well As The Legal, Financial, Technical And Administrative Framework For The Awarding Of Subsequent Orders, In Order To Ensure By The Signatory Economic Operators, In Conditions Of Safety, Operability And Financial Efficiency, The Services Of Booking And Issuing Domestic/National Air Transport Tickets And/Or External/International Passengers For The Delegations Designated By The Contracting Authority. The Services Will Be Provided For Travel Carried Out In The Interests Of The Activities Of The National Paralympic Committee, To Competitions, Camps, Training Courses, Technical Meetings, Conferences, Congresses, Courses, Promotion Events And Other Actions Specific To The Field Of Paralympic Sports, Depending On The Needs Of The Contracting Authority And Within The Budget Allocated For This Purpose. The Framework Agreement Will Have As Its Object Exclusively Services Regarding The Reservation And Issuance Of Air Transport Tickets, Including Operations Directly Related To Them (Changes, Reissuances, Cancellations, Refunds, Etc.), Without Including Insurance Services, Transfer Or Other Distinct Travel Services. The Estimated Number Of Economic Operators Signatories Of The Framework Agreement Is A Minimum Of 1, Respectively A Maximum Of 10 Economic Operators. The Ranking Will Be Established In Ascending Order Of The Service Fee (Ts) Offered. Thus, The First 10 Offers Containing The Lowest Service Fees Will Be Designated As Winners And Will Sign The Framework Agreement. In The Event That One Or More Economic Operators Rank In The Same Place Because They Offered The Same Service Fee (Ts), It Is Not Possible To Draw And Establish A Ranking That Includes The First 10 Offers From The Point Of View Of Ts, The Framework Agreement Will Be Concluded With All The Economic Operators In That Position. The Estimated Value Of The Framework Agreement Will Be A Minimum Of 10,000 Lei Without Vat And A Maximum Of 2,000,000 Lei Without Vat. The Estimated Quantity Of The Framework Agreement Will Be A Minimum Of 48 Follow-Up Orders And A Maximum Of 144 Follow-Up Orders. The Minimum And Maximum Quantities That Could Be The Subject Of A Single Follow-Up Order: • Minimum 1 Ticket – Maximum 30 Plane Tickets. Estimated Value Of The Largest Subsequent Order: • Minimum 6,000 Lei Without Vat And Maximum 105,000 Lei Without Vat. Estimate The Amount Of Plane Tickets That Will Be The Subject Of The Largest Subsequent Order: • Minimum 1 Plane Ticket – Maximum 30 Plane Tickets. Deadlines For Submitting/Responding To Requests For Clarifications/Additional Information: - In Accordance With The Provisions Of Art. 160 Of Law No. 98/2016 On Public Procurement, With Subsequent Amendments And Additions, The Deadline By Which Any Interested Economic Operator Has The Right To Request Clarifications Or Additional Information
