Construction-Site Supervision Services - Selection Of A Contractor For The Preparation Of A Complete Report For The Assessment Of Compliance With The Basic Requirements For Construction And Technical Control Under The Constructive Part And Exercise Of Sn During The Construction Of A Site: Ex. Of Permanent Resurgence And Strengthening Activities Under Rp Iii-202 Ruse Border - Gorsko Ablanovo- Krepcha- Opaka- Popovo Of A Culvert At Km 40+885 In The Regulation Of The Village Of Ablanovo, Opaka Municipality. The Road Section, Part Of The V Class Street, Is Located In The Urbanized Territory Of Gorsko Ablanovo Village, Opaka Municipality In A Hilly Terrain. The Design Speed Is 40 Km/H. Situationally, The Section Is Located In A Curve, And In Terms Of Level, A Longitudinal Slope, Descent (In Increasing Mileage). The Plot Is In A Natural Ground Profile. The Traffic Lane Has Two Lanes: 2 X 3 M. - Width 6 M. And Sidewalks: Left - 1 M.; Right 1.5 M. Construction Of The Existing Pavement: • Wearing Layer Of Dense Asphalt Concrete Type A - 4 Cm.; • Non-Dense Asphalt Concrete - 4 Cm; • Bituminized Crushed Stone - 8 Cm; • Unsorted Crushed Stone - 45 Cm. Road Iii-202 Ruse Border - Ablanovo-Krepcha-Opaka-Popovo From Km 38+365 To Km 52+553 Was Repaired Under The Regional Development Operational Program - Stage V - Lot 54, In The Period 2013/2014, And In The Following Years, Maintenance Was Carried Out Within The Framework Of The Current Repair And Maintenance Program Road Infrastructure Agency. During The Rehabilitation Of The Road, Sidewalks Were Built In Place Of The Drainage Facilities (Trenches). At Km 40+855 There Is An Existing Culvert F800, Which Is Blocked And Not Functioning. It Is Not Subject To Repair. The Road Section Before The Culvert With A Length Of About 300-350 M Has A One-Sided Transverse Slope And A Large Longitudinal Slope, Leading The Surface Water To The Compromised Section. A Huge Amount Of Water From The Above-Described Section, During Heavy Rainfall, Drains Through The Lowest Point And Undermines The Embankment, The Road Structure And The Entire Slope Of The Gully With A Height Of About 15-17 M. From November 2024 To The End Of April 2025, Especially After The Winter Season And Heavy Rainfall, Often With High Intensity In The Section Of The Surface Water Drain Is Activated Collapse. The Concrete Block Of The Culvert, The Curbs And The Cap Have Failed. The Bench Is Completely Missing And There Is A Collapse Of Its Base With A Length Of About 10-12 M. The Road Surface Is Undermined, With Cracks And Subsidence, As The Cavern Apparently Reaches 1.00-1.50 M Inward From The Edge Of The Surface At A Depth Of About 1 Meter. A Collapsed Section Of The Embankment /Ravine/ Along The Slope To The Ravine Was Formed With A Height Of About 15-17 M, A Width Of 3-8 M And A Length Of About 25-30 M. At The Moment, It Is Impossible To Drain The Entire Road Section And The Adjacent Terrain. There Is No Established Concentration Of Traffic Accidents In The Compromised Section. According To The Registers Of Opu - Targovishte, In The Section To The Left Of The Traffic Lane Along The Growing Mileage, There Is A Built Optical Cable Line, Owned By Netera Eood, Sofia. From 09.05.2025, By Order Of The Director Of The Opu - Targovishte, In The Section From Km 40+830 To Km 40+950, A Traffic Control System Was Introduced In Accordance With Ordinance No. 3 Of 16.08.2010 Of The Ministry Of Internal Affairs And Communications For The Temporary Organization And Safety Of Traffic During Construction And Installation Works On Roads And Streets, With Traffic In Both Directions On The Right Lane In The Direction Of Mileage.
