The Subject Of This Eu-Wide Announcement Is The Awarding Of Planning Services For Property Planning For Outdoor Facilities In Accordance With Section 39 I. V. M. Annex 11 Hoai For The New Welheimer Mark Commercial Area In Bottrop. The Announcement Initiates A Competition For Participation. The Approximately 11 Hectare Area, Currently Used Predominantly For Agricultural Purposes, Is To Be Developed Into A Climate-Neutral, Commercially?Industrially Usable Location With High Requirements In Terms Of Ecology, Climate Protection And Open Space Quality As Part Of The Overall Inter-Municipal Freedom Emscher Project. The Service To Be Awarded Includes The Planning Of Public Green Space? And Open Spaces As Well As Accompanying Outdoor Facilities. These Include, In Particular, The Central Square Area And The Green Axis In The District, The Green Space Surrounding The Commercial Area, The Integration And Open Space Planning Design Of An Open Watercourse Planned In The North With An Accompanying Green Corridor, As Well As The Path?, Square?, Cycle? And Footpath Network Including Equipment And Lighting, Insofar As These Can Be Assigned To The Outdoor Areas. Compensation? And Species Protection Measures Must Be Integrated And Contributions Made To Strengthen The Biotope Network. The Open Space Planning Must Develop A Robust, Low-Maintenance And High-Quality Open Space Concept That Supports The Objective Of A Climate-Neutral Commercial Area, Creates Quality Of Stay And Address Formation For The District, Meets The Requirements For Biodiversity, Climate Adaptation And Ecosystem Services And Takes Into Account The Concerns Of Sustainable Mobility (Including Cycling And Walking, Public Transport Connections, Possible Mobile Stations). The Planning Builds On The Preliminary Work Already Commissioned To Prepare For Construction (Lot 1) As Well As Traffic And Drainage Development (Lot 2) And Must Be Closely Interlinked, In Particular With The Sustainable Drainage System (Rain? And Wastewater, Retention, Swale?Canal?System, Flood Protection, Connections To Aspelflöte And Commercial Boulevard), The Compensatory Measures To Be Determined In The Development Plan Process, The Accompanying Landscape Conservation Plan And Further Expert Reports. The Tendered Outdoor Facility Planning Services Should Be Commissioned In Stages - In Accordance With The Hoai Service Phases. According To The Current Planning Status, The Award Of The Contract For Lot 3 Is Scheduled For June 2026. The Services Must Begin Immediately After The Contract Has Been Awarded. The Performance Period Is Currently Planned Until The End Of 2029.
