Expression of Interest for Support the Implementation of the Extended Producer Responsibility for the Plastic Sector in CIV The World Bank (WB) provides financing, policy advice, and technical assistance to governments and works to strengthen the private sector in developing countries. It promotes sustainable private sector development to reduce poverty and foster shared prosperity. The International Finance Corporation (IFC) plays a critical role in this mission by promoting stable, accessible, and efficient financial systems. IFC helps its clients and partners address the major challenges they face in the financial sector by providing a range of development finance, knowledge, and advisory services. IFCs Country Advisory and Economics (CAE) unit works proactively with governments to create effective and efficient market conditions, both at the economy-wide and industry/sector level, for increased private investments. Global experience shows that business environment challenges and lack of the right enabling regulatory framework results in countries losing significant amounts of investment annually. The unit collaborates extensively with the public and private sectors and other World Bank teams in the design and delivery of advisory services. Climate change is a global issue and a priority area of focus to maintain a livable planet. Indeed, climate change impacts are already affecting billions of people (health, climate refugees), ecosystems, and causing dangerous impacts on agriculture and environment. The climate crisis has grown even more acute as emissions continue to rise at an alarming rate. The climate burden on the environment is exacerbated by the human footprint. In regions like Sub-Saharan Africa, rapid population growth and urbanization have led to an increased demand for food and beverages, resulting in high volumes of waste generation, particularly plastic and packaging. Meanwhile, most cities in the region struggle with waste management. Plastic waste management is one of the major problems of cities within the Sub-Saharan African region, leading to environmental degradation, threats to public health, the environment, and biodiversity, reduced the agriculture productivity, and amplified flooding. Côte dIvoire generates over 400,000 tpa of plastic waste of which, less than 40,000 tons are recycled with a focus on PE, PP, and PET, and over 100,000 tons end up as marine litter. The countrys recycling rate (less than 10%) is far below the other emerging markets (20% in South Africa and 60% in India). Côte dIvoires ecosystem includes about 100 manufacturers, 60 recyclers, and a multitude of consumers. As stated by the national development plan 2021 2025 (PND 21-25), the Government of Côte dIvoires vision, corroborated by the Association Ivoirienne pour la Valorisation des Déchets Plastiques (AIVDP)s objective, is to eliminate plastic waste toward circular economy solutions. The objective of the Government is to reduce GHG emissions by 2.08% for the waste sector by attracting and promoting private investment in the waste recycling value chain. The Government of Côte dIvoire enacted a new environmental code which aims at addressing issues related to new environmental challenges, in particular climate change, biodiversity, green and blue economies, waste management, persistence of pollutants, coastal erosion, and Greenhouse Gas (GHG) emissions. The new environmental Code stipulates that the private sector is responsible for the collection, storage, removal, transport, treatment, recycling, recovery, and the elimination of their waste through its involvement in the establishment of the Producer Responsibility Organization (PRO), in application of the EPR principle. The PRO is recognized by the public authorities based on an approval agreement. Furthermore, the code defines EPR as the obligation imposed on manufacturers, distributors of products of their own brands, importers who place products generating waste on the market to take financial and technical responsibility for the management of this waste». Under its PET circular economy project, IFC, in collaboration with the Government (Ministries in charge of environment, sanitation, industry, and finance), the Patronal organization (CGECI), and AIVdP, is seeking a consulting firm to support the implementation of the EPR and the PRO for plastic waste management. Objective of the Assignment The overall objective is to provide consulting services to support the implementation of the Extended Producer Responsibility (EPR) for the plastic sector in Côte dIvoire. More specifically, this assignment is seeking to: (i) support drafting of any policies or regulations needed to implement the EPR and the PRO for the plastic recycling; (ii) Provide technical guidance to the Government and private sector to implement the PRO and the EPR Registry ; (iii) provide technical expertise to develop food-grade standard for production and promote the use of rPET; (iv) Support capacity building as well as gender inclusion activities; (v) design any operational tools to ease launching of the PRO. SCOPE OF WORK Description of the Assignment EPR and PRO Policies and regulations Support drafting Regulatory framework for the creation of the PRO for plastic waste management. Provide Technical inputs to facilitate the drafting of the legal status and governance model of PRO. Develop policies for procurement, contracting, and budgeting for the PRO. Operational specifications of the PRO: design operational tools to ease launching of the PRO. Develop EPR manual, PRO operating manual, toolkit, templates for contracting. Preparation of a PRO introduction plan (e.g., 12 months implementation roadmap). Support AIVdP to set up and operate the PRO for Plastic & Packaging waste management. Capacity building for the personnel. Provide technical guidance to implement the EPR Registry Support drafting legal and policy requirements for the registry (roles & responsibilities data protection, confidentiality, access). Definition of data points and metrics to be reported by producers. Mapping of obligated enterprises (producers). Training sessions for producers, waste operators, and local officials on registration procedures. Provision of technical expertise to develop food-grade standards for production and use of rPET Establishment of certification guidelines and inspection protocols for rPET products, training of inspectors, lab technicians, and industry stakeholders. Support design of a pilot demo facility with a selected producers to test the draft rPET standard. Support finalization of the food-grade standard policy. Qualification Firm Qualifications Previous experience in similar assignments followed by successful achievements. Good performance track record in previous projects of similar scope and putting together a team of experts to provide a similar scope of work. Relevant experience in working for governments/private sector associations/ NGOs/local communities/municipalities and/or international organizations on waste management. Good knowledge and understanding of WBG core principles and work ethics. Ability to work under project deadlines and deliver outputs in a timely manner. Firms with a demonstrated track record of providing technical assistance to the development Strategy plan. Strong field presence in Cote dIvoire: a firm located outside the country. Partnering with locally based consultants (s) (firm or individual) which are familiar with the local environment in Cote dIvoire to ensure the boots are on the ground. The ability to collect and analyze data, assess problems, and structure solutions. At least 5-10 years experience in supporting EPR and PROs implementation. Number of similar assignments implemented in the last 3 years. Team Qualifications The implementation of this assignment requires the Consulting firm to establish a team including but not limited to the following expertise: The profiles of the team members of the firm for this assignment are as follows: 01 Team Leader: A masters degree in Environment, Industry, solid Waste management, Economics or equivalent with at least 7 years of experience in solid waste management of which at least 3 years in assisting countries to introduce EPR schemes. reference in Africa is an asset. 01 Legal Expert: A masters degree in law or public Administration, specialized in NGO/Association development, governance, and human resources, with not less than 5 years of progressive work experience. 01 Local Expert: with extensive experience in the waste management sector. Proficiency in English and French is required. 01 EPR/PRO expert with extensive experience in implementing and managing PROs in the plastic waste management value chain. DELIVERABLES / SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT EPR Implementation: A report with drafts EPR manual and toolkit.
