Environmental Services – Framework Agreement For Consultancy Services, Circular Economy And Waste.. The Norwegian Environment Agency ́S Main Assignment Is To Reduce Greenhouse Gas Emissions, Manage Norwegian Nature And Prevent Pollution. We Are A Government Agency Under The Ministry Of Climate And Environment And Have More Than 800 Employees At Our Two Offices In Trondheim And Oslo, And At Statens Naturoppsyns (Sno) More Than 60 Local Offices. The Contract Shall Mainly Be Used By The Department Of Waste, Chemicals And Supervision, And It Can Also Be Used By Other Sections And Departments In The Norwegian Environment Agency As Needed For Consultancy Services Within Circular Economy And Waste. The Norwegian Environment Agency Hereby Invites Tenderers To A Competition For A Framework Agreement For Consultancy Services Within Circular Economy And Waste. See The Attached Tender Documentation For A Detailed Description Of The Assignment. The Framework Agreement Includes I.A. Mapping, Reviews, Analyses Of Initiatives, Data Collection And Reporting. Examples Of What Services The Framework Agreement Shall Cover: • Professional Assessments And Impact Assessments For The Execution Of Product Requirements In Eu Rules. • Assessment Of Consequences (Costs And Benefit) And Challenges In The Implementation Of Eu/Eea Regulations Within Circular Economy And Waste In Norway (Where Responsibility For The Execution Lies In The Environmental Management). This Can Include Assessing Possible Measures For Effective Implementation And Follow-Up And Assessment Of The Responsibility Of Different Sectors. • Assessments Of How Different Reporting Requirements In The Product And Waste Area Can Be Carried Out. • Follow-Up Of Relevant Points In The Letter Of Allocation To The Norwegian Environment Agency, • Amounts, Forms Of Treatment And Technology Development For Different Waste Streams. • Product Currents Such As Quantities And Value Chains • Share Of Different Products In Waste Streams Such As Pick Analyses Of Littering And Waste Containers In Public Spaces. • The Offered Resources Must Have Very Good Competence And Experience With Relevant Rules And A Very Good Understanding Of Circular Economy And Waste And Relevant Means. Other Assignments Include Facilities For Meetings/Workshops With The Industry And Summarising Inputs From Interested Parties. Services Not Included: • Assessment Of Human And Ecotoxicological Effects. • Ground Pollution • Sampling And Analysing Environmental Toxins And Other Types Of Environmental Samples In Soil, Sediment, Water And Air. • Assessments Connected To The Construction Of, And Emissions From Landfills (The Waste Regulation Chapter 9).
