Infrastructure Works Consultancy Services - Technical Assistance For The Procurement And Implementation Of The Ipp/Alliance Contract For The Design And Construction Of The Lowland Railway In The Republic Of Croatia. The Subject Of The Procurement Is Technical Assistance For The Procurement And Implementation Of The Ipp/Alliance Contract For The Design And Construction Of The Lowland Railway In The Republic Of Croatia. The M202 Zagreb Gk - Rijeka Railway Is One Of The Main (Corridor) Railways Located On The Rh2 Corridor, And Thus On The Mediterranean Trans-European Railway Corridor And On The Branch Of The Rail Freight Corridor Rfc 6 On The Comprehensive Ten-T Network. With The Amendments To The Ten-T Network Regulation From 2024, Croatia Has Positioned Itself On Two Additional Corridors: The Baltic Sea - Adriatic Sea And The Western Balkans - Eastern Mediterranean. Thus, The Railway Corridor Rh2 And The Port Of Rijeka Have Gained Additional Importance, And It Is Necessary To Remove The Traffic Bottlenecks As Soon As Possible, That Is, To Ensure Greater Throughput Of The Railway Line Zagreb Main Station - Rijeka By Building A New Two-Track Electrified Railway That Will Enable A Designed Speed Of 160 Km/H For Passenger Trains And 120 Km/H For Freight Trains. The Main Objectives Of This Procurement Are: • Development Of A Public Procurement Strategy For The Implementation Of A Contract For The Performance Of Works According To The Ipp/Alliance Contract Model (Which Includes Designing, Obtaining Building Permits And Carrying Out Works), • Proposal Of The Optimal Type Of Two-Stage Procurement Procedure And Preparation Of Procurement Documentation, • Participation In All Stages Of The Public Procurement Procedure, Including Negotiations With Business Entities That Have Expressed Interest In Participating In The Ipp/Alliance Contract (Negotiations On Costs And Target Costs, Formation Of The Conditions Of The Ipp/Alliance Contract On Works, Development Of The Contract Model, If Applicable), • Compilation Of The Proposal And The Final Ipp/Alliance Contract For The Works And Associated Technical Specifications/Requirements Of The Client, • Participation And/Or Consulting In The Phase Of Implementation Of The Works According To The Ipp/Alliance Contract Model, • Advising The Client In Audit, Appeal And Court Proceedings.
