Ships And Boats - Acquisition Of A Relief Icebreaker. Background And Purpose Of The Procurement The Norwegian Railways Agency (Hereafter Also The Procurement Unit) Is Bidding For A New Generation Baltic Sea Relief Icebreaker As Part Of The Winmos Iv Project Funded By The European Union. The Procurement Is Carried Out As A Negotiation Procedure As Described In More Detail Below. Based On The Tender, One (1) Supplier Will Be Selected, Who Will Be Responsible For The Overall Delivery Of The Icebreaker. Object Of The Procurement The Object Of The Procurement Is The Total Delivery Of One B+ Size Class Auxiliary Icebreaker, Which Includes The Construction, Equipment And Testing Of The Vessel In Accordance With The Plans Commissioned By The Procurement Unit, As Well As Handing Over To The Customer In The Agreed Readiness For Use. The Delivery Also Includes Training, Technical Documentation, And Technical Support During The Warranty Period. Icebreaking Is Part Of Finlands Security Of Supply And Overall Safety, The Task Of An Auxiliary Icebreaker Is To Secure Finlands Exports And Imports By Assisting And Towing Merchant Ships. The Ship Must Be Able To Operate In A Dynamic And Deformed Ice Field And Must Be Fuel Efficient And Seaworthy In Open Water. The Procurement Is Carried Out As A Negotiation Procedure As Described In More Detail Below. The Purpose Of The Negotiation Procedure Is For The Procurement Entity To Negotiate The Terms Of The Procurement With The Bidders Selected For The Negotiation Procedure, However, In Such A Way That The Following Minimum Requirements Set For The Procurement Object And The Price-Quality Ratio Comparison Criteria Presented In Appendix 9 Are Not Negotiated: 1) Maximum Depth In Icebreaking: Maximum 8.00 M 2) The Vessel Must Have The Following Icebreaking Capacity In One-Year Smooth Ice With A Bending Strength Of 500 Kpa: Forward: -Speed Of At Least 5 Knots With Ice Thickness Of 0.8 M; And - A Speed Of At Least 8 Knots With An Ice Thickness Of 0.6 M. Astern: - A Speed Of At Least 3 Knots With An Ice Thickness Of 0.8 M; And - A Speed Of At Least 5 Knots When The Ice Thickness Is 0.6 M. 3) The Ships Speed Must Be At Least 12 Knots In An Ice Bed Made On Smooth Ice With A Thickness Of 0.6 M. 4) The Ship Must Be Able To Pass The Following Ice Floes: - 8 M Thick Ice Floes At An Average Speed Of At Least 2 Knots; And - A 10 M Thick Ice Barrier Without A Speed Requirement. 5) The Vessel Must Be Able To Move At A Speed Of 10 Knots In A Significant Wave Height Of 3 M.
