Evaluation Consultancy Services – Consulting Services For The Pr Bi 2021-2027 Implementation Evaluation. The Overall Objective Of The Evaluation Is To Provide Relevant Analyses, Substantiated Conclusions And Lessons Learned, Accompanied By Concrete Recommendations That Can Be Translated Into Operational Actions. The Purpose Of These Recommendations Is To Support The Management Authority In The Decision-Making Process And In Ensuring An Efficient Management Of The Bucharest-Ilfov Regional Program (Pr Bi). The Program Evaluation Must Highlight, In Particular, The Progress Achieved And The Performances Achieved In The Management And Implementation Of The Pr Bi Interventions, Analyzed Through The Lens Of The Established Evaluation Criteria And The Formulated Evaluation Questions. The Specific Objective Of The Implementation Evaluation Is To Analyze How The Program Has Performed To Date And The Extent To Which It Is Likely To Achieve Its Stated Objectives, Taking Into Account The Maturity Of The Program, The Calls Launched And The Projects Contracted, As Well As The Projections For Future Calls. At The Same Time, The Evaluation Will Include Recommendations Regarding The Approach To The Problems And Obstacles Identified, As Well As The Ways In Which They Can Be Overcome, In Order To Minimize The Negative Impact On The Implementation Of The Program In The Remaining Period.
