Technical Assistance Services – Aa-012529-001 - Consultancy Services For Procurement Support To Eib Operations In Ukraine. The Overall Objective Of This Assignment Is The Recovery And Reconstruction Of Ukraine In A Cost-Effective And Timely Manner, Focusing On Procurement Support And Capacity Building For Eib Financed Projects In Ukraine. Tasks To Be Implemented By The Service Provider Include, But Are Not Limited To: 1. Technical Assistance A) Policy Level Support And Operational Advisory Services In Preparation Of Specific Tender Requirements Related To: • Sustainable Procurement (For Example, Environmental, Social, Economic, And Innovation); • Gender Responsive Procurement Considerations To Support The Objectives Of The Alliance For Gender-Responsive And Inclusive Recovery Which Is A Concerted Effort To Improve Funding And Financing For Gender Equality In Ukraine’S Recovery; • Circular Economy, As Part Of Their “Build Back Better” Strategy. B) Alignment Of The E-Procurement System Prozorro With The Eib Policy Requirements And Application Of System Improvements; C) Capacity Building To The National Remedy Mechanism “Anti-Monopoly Commission Of Ukraine; D) Establishment Of Hotline Service To Serve As Liaison Between Promoters And Eib And To Ensure Prompt Support To Eib-Financed Projects. 2. Capacity Building: This Component Will Build The Capacity Of Ukrainian Public Officials And Address Gaps Identified Within The Private Sector When Responding To Eib-Financed Tenders. This Component Is Complementary To The National Efforts Towards Professionalisation And Capacity Building Of The Procurement Workforce. The Following Activities Are Foreseen Under This Component: I. Training Courses To Eib Promoters In Ukraine On The Eib Guide To Procurement, Procurement Strategy, Emergency Procurement; Ii. Training Courses For Facilitators’ Events To Provide National Officials And Subject Matters Experts, With The Necessary Knowledge To Deliver Trainings To Other Interested Parties; And Iii. Training Courses Dedicated To The Ukrainian Private Sector (Potential Bidders) To Improve Their Capacity To Respond To Calls For Eib Financed Contracts And Increase Their Efficiency And Bid Responsiveness.
