Airport Operation Services – Public Service Delegation Agreement Of The Leasing Type, The Purpose Of Which Is To Entrust To The Delegatee, At Its Own Risk, The Operation, Upkeep, Maintenance, Promotion And Development Of Avignon-Provence Airport, Its Land, Structures, Buildings, Infrastructure, Equipment, Networks And Services. The Missions Entrusted To The Delegatee, Described Exhaustively In Article 19 Of The Draft Contract, Are, In Summary, The Following: - Management, Operation, Development And Promotion Of The Airport In Compliance With Regulations, Particularly With Regard To Air Safety; - Carrying Out Upkeep And Routine Maintenance Work On Aerodrome Structures, Installations And Equipment; - Missions Related To Airport Security And Safety; - The Operation And Maintenance Of All Aerodrome Apron And Maneuvering Areas And Associated Equipment (Lighting And Markings, Signs, Etc.); - The Operation And Maintenance Of Reception Facilities For Air Users Of The Aerodrome And Its Visitors; - The Supply Of Normal And Emergency Electrical Energy To The Airport; - The Day And Night Marking Of The Delegations Works, Installations And Equipment To Meet The Regulatory Conditions For The Safety Of Air Navigation And The Operation Of The Aerodrome; - The Provision Of Fuel Distribution And Management Of Fuel Stocks And Associated Products; - Reception Of The Public, Surveillance Of Users And Their Safety; - Maintaining Compliance With European Rules On Airport Management (Eu-Adr); - Promotion Of The Aerodrome To Current And Potential Users, Aviation Professionals And The Public; - Management And Development Of The Airport Public Domain; - Strengthening The Trajectory Of Reducing The Environmental And Climate Impact Of The Airport; - Managing Relations With Users, Local Residents, Municipalities, Businesses And Associations. The Execution Of The Contract Will Be Ensured From Its Entry Into Force By A Company Created By The Delegatee Exclusively Dedicated To This Purpose. The Delegatee Is Remunerated From The Proceeds Of Aeronautical, Commercial And State Fees Collected From Users And Occupants Of The Airport Platform. It Bears A Real Operating Risk Linked To The Variability Of Revenues And Expenses Of The Delegated Service. Financial Compensation For The Delegating Authority Is Provided In Order To Contribute To The Economic Balance Of The Delegated Public Service, With Regard To The Public Service Obligations Imposed On The Delegatee, Without Having The Effect Of Neutralizing The Operating Risk Nor, A Fortiori, Generating Overcompensation.
