1. The Subject Of The Order Is The Design And Implementation Of An Integrated Security System On The Premises Of The Łukasiewicz Research Network - Industrial Automotive Institute.2. As Part Of This Procedure, The Subject Of The Order Includes: 1) Preparation Of Design Documentation, Including Stwiorb And An Investors Cost Estimate, To The Full Extent Indicated In The Functional And Utility Program; 2) Execution Of Construction Works In Accordance With The Documentation, Consisting In The Implementation Of An Integrated Security System In The Scope Of Stage I, As Well As The Development And Submission To The Ordering Party Of As-Built Documentation In The Scope Of Stage I. 3. The Ordering Party Does Not Divide The Order Into Parts, And Therefore Does Not Allow The Submission Of Partial Offers. Justification: Dividing The Contract Into Parts Would Violate The Principle Of Rational Spending Of Funds By The Ordering Party, Because In The Field Of Construction Works It Would Require Excessive Simultaneous Involvement Of Human Resources To Coordinate The Activities Of Various Contractors Implementing Individual Parts Of The Contract. Moreover, Such A Division Would Threaten The Proper Performance Of The Subject Of The Contract. In Particular, The Coherence And Continuity Of Work Carried Out In The Laboratories Could Be Violated Or It Would Limit The Ordering Partys Ability To Pursue Warranty Claims. Also, The Possible Separation Of Design Works From Construction Works Would Pose A Risk Of Shifting Responsibility For The Entire Project Between The Contractors. The Ordering Party Expects That One Contractor Will Prepare The Required Documentation And Coordinate Inter-Discipline Construction Works Under The Contract Due To The Need To Carry Out Them Simultaneously And Alternately. Division Into Industries Is Impossible Due To The Impossibility Of Staging Construction Works To Such An Extent That The Potential Contractor Could Take Responsibility For The Quality And Timeliness Of Completion Of A Given Stage. This Also Applies To The Preparation Of Design And As-Built Documentation. The Entire Subject Of The Order Must Be Coherent In Terms Of Both Design And Workmanship, And The Purpose Of The Order Is To Implement An Integrated Security System In Its Entirety Planned For Stage I. Taking Into Account The Above, It Is Necessary To Execute The Order By One Contractor At All Stages Of The Work. 4. A Detailed Description Of The Subject Of The Order Includes: - Annex No. 1 - Functional And Utility Program - Annex No. 8 - Draft Contract
