Consultancy Services for Feasibility Studies of Solar Power Projects in Kokopo Province, Papua New Guinea GGGI Papua New Guinea invites eligible firms/entities to submit their proposals for a Consultancy Services for Feasibility Studies of Solar Power Projects in Kokopo Province, Papua New Guinea. PROJECT BACKGROUND: Papua New Guinea (PNG) is among the countries most vulnerable to the impacts of climate change, facing increasing risks to its people, ecosystems, and economy. In response, PNG has made strong commitments under the Paris Agreement, including the submission of its Enhanced Nationally Determined Contribution (NDC) and the development of its National Adaptation Plan (NAP). Both documents outline ambitious targets to reduce greenhouse gas emissions, promote climate-resilient development, and accelerate the transition to renewable energy. Expanding solar power generation is a key priority to reduce dependence on imported fossil fuels, strengthen energy security, and improve access to affordable, reliable electricity across provinces. To support these commitments, the Global Green Growth Institute (GGGI), with funding from the Australian Department of Foreign Affairs and Trade (DFAT), is implementing the Climate Finance Initiative for Resilience and a Sustainable Transition (Climate FIRST). Climate FIRST, developed under the PNGAustralia Climate Change Action Plan (PACCAP), aims to mobilize and coordinate climate finance, strengthen institutional systems, and deliver a pipeline of high-quality climate change adaptation and mitigation investments. GGGI serves as the delivery partner for the initiative in close collaboration with the Climate Change and Development Authority (CCDA). Within this framework, the PNG Power Limited (PPL) and GGGI have identified the urgent need to develop bankable renewable energy projects, with solar power as a priority technology given PNGs high solar irradiation potential. However, progress has been constrained by the lack of detailed feasibility assessments that can inform investment decisions and project design. To address this gap, GGGI, in partnership with PPL, will conduct feasibility studies for proposed solar power projects in selected provinces. These studies will evaluate technical, financial, environmental, and social viability, ensuring that projects are designed to attract financing and private sector participation. The outcomes will directly contribute to PNGs long-term energy transition, climate goals, and inclusive green growth agenda. The feasibility studies will initially focus on selected sites in Kokopo province, with a preliminary target capacity of approximately 10 MW. This site has been identified based on solar irradiation potential, land availability, and proximity to existing grid infrastructure. The proposed solar power plants are expected to be grid-connected, with PPL serving as the primary off-taker. The projects aim to benefit an estimated ~ 5,00010,000 households and small businesses, improving access to reliable and affordable electricity. In addition to enhancing energy security, the projects are projected to reduce greenhouse gas (GHG) emissions by approximately ~ 8,00012,000 metric tons COe/year, contributing to PNGs climate mitigation targets. Socially, the projects are anticipated to lower electricity costs (kWh) and support inclusive development by improving energy access in underserved communities. OBJECTIVE OF THE CONSULTANCY: GGGI, in partnership with the PPL, is seeking a qualified consulting firm to conduct detailed feasibility studies for proposed solar power projects in Kokopo province of PNG. The selected firm will provide in-country technical expertise and analytical support to ensure the studies produce bankable project designs that are technically sound, financially viable, environmentally sustainable, and socially inclusive. The consultancy will generate the evidence base required to attract investment, inform decision-making, and accelerate the scale-up of renewable energy in PNG. The main objectives of this consultancy are to: 1. Assess the solar energy potential at identified project sites in Kokopo, including resource availability, land suitability, and grid integration options. 2. Conduct technical, financial, economic, legal and regulatory pathway, environmental, and social assessments to determine the feasibility and sustainability of the proposed ~10 MW grid-connected solar power plant in Kokopo. 3. Develop investment-ready project design and business model tailored to the Kokopo site that can mobilize financing from public and private sector investors. 4. Prepare a financing and financing structure for the project aligned with PNG market conditions and potential funding sources, including recommendations on the most suitable implementation approaches for solar power projects in PNG such as public-private partnership (PPP) options, among others. IMPORTANT TIMELINES: This project is expected to be completed within six (6) months from contract signing. The tender submission deadline is 11 March 2026 at 16:00 (KST, Korean Standard Time).
