The Object Of The Procurement Is The School Descriptions Of The Various Schools And Daycare Centers In The City Of Mikkeli As Defined In The Attached Documents. Before Starting The Procurement Procedure, The Procurement Entity Can Conduct A Market Survey To Prepare The Procurement And Provide Suppliers With Information About Their Plans And Requirements For The Future Procurement. In The Market Survey, The Procurement Entity Can Use Independent Experts, Other Authorities Or Suppliers. And To Secure Equal Opportunities For Companies And Other Communities To Offer Goods, Services And Construction Contracts In Public Procurement Tenders. Attached Is The Previous Request For Tender. Unlike The Previous Request For Tender, It Is Not Intended To Enable The Taking Of Official Passport Photos/The Delivery Of Them To The Police. Please Note: Due To The Decision Made By The Kindergartens Of The City Of Mikkeli, Filming Will Not Be Organized In Them In The Fall Of 2026. The Continuation Will Be Decided Later. The Goal Of The Acquisition Is To Enable High-Quality And Reasonably Priced Photography And To Harmonize Photography Practices. Ordering & Delivery Of Photos Should Also Be Possible For Those Families Who For Some Reason Do Not Have Their Own Bank Credentials Or A Suitable Bank Or Credit Card Available. In Such Cases, The Pictures Should Be Able To Be Ordered On An Invoice Without Separate Billing Supplements, Etc. According To Previous Experience, The Cases In Question Are Only Individual Cases/Filming Unit. In Procurement, One Supplier Is Selected For The Entire Mikkeli Area. Selling And Buying School Pictures Is A Legal Transaction Between The Students Guardian And The Service Provider. The City Enables The Service Provider To Operate And Defines The Content And Terms Of The Overall Service. The City Does Not Pay Compensation To The Service Provider. The Service Provider Receives Compensation From Customers According To The Orders They Place. The Operational Risk Of Providing The Service Lies With The Service Provider And The Final Order Quantities Depend On The Orders Placed By The Customers. The Users Of The Photography Service Are Schools And Daycare Centers In The City Of Mikkeli. In The Case Of Daycare Centers, The Taking Of Individual Photos Is Decided On A Case-By-Case Basis. Booking And Taking Care Of Individual Photos Can Also Be At The Parents Discretion. There Are Approximately 4,500 Students In Municipal Basic Education And Approximately 1,400 Children In Daycare Centers (Group Family Daycare Centers, Family Daycare Centers And Private Daycare Centers). There Are Approximately 750 Students In Upper Secondary Education. The Estimated Price Of The Photography Service, Including The Possible 2 Option Years, Is Below The Threshold Value Of The National License Agreement. A License Agreement Is Entered Into During The Procurement. The Agreement Does Not Include A Volume Purchase Obligation, And Based On The Terms Of The Agreements, Purchases Are Made During The Contract Period And During The Possible Option Period According To The Customers Needs. The Agreement Does Not Include A Volume Or Minimum Purchase Obligation. The Prices Are The Same For All Units Of The Subscriber. Termination Of The Contract: If The Service Provider Is Unable To Produce Agreed Service, Or If The Service Provider Fails To Fulfill Its Agreed Obligations And, Despite The Customers Request, Does Not Act As Required By The Contract, The Customer Has The Right To Terminate The Contract Immediately And The Service Provider Is Liable For Compensation For The Additional Costs Caused By The Arrangement. The Customer Has The Right To Cancel The Contract When The Service Providers Activities Are Not In Accordance With The Request For Tender, The Offer And Their Attachments.
