Closing Date: 20 Feb 2026 Type: Consultancy Context The Forum of NGOs in West and Central Africa (FONGA) is a regional platform that brings together national and international NGO forums from countries in the region, as well as regional NGO offices operating in West and Central Africa. FONGAs mandate is to strengthen the coordination, policy influence, and advocacy of national and international NGOs, as well as their umbrella organizations, active in the fields of humanitarian aid, development, and peace, in order to improve aid acceptance, effectiveness, and the protection of civilians. Thanks to its regional presence and its strong links with country NGO forums, FONGA provides a legitimate space for dialogue, analysis, and advocacy, capable of connecting realities on the ground to regional and global debates. In this context, strengthening information management is a key lever for improving regional and inter-country coordination, increasing the visibility of NGOs work, facilitating the exchange of experiences and knowledge, and supporting the institutional and operational capacity building of platforms, particularly national NGO forums. FONGA aims to structure and harmonize information management and sharing practices within its network to support a smoother, more targeted, and strategic flow of information between different levels of intervention. Beyond internal coordination, this mechanism will help strengthen the visibility and recognition of the role of humanitarian NGOs in West and Central Africa, as well as support their collective positioning in regional and international dialogue forums. It will also support the development of regional and sub-regional analyses based on existing and shared data, to inform the strategic prioritization processes and advocacy efforts of FONGA and its members, including in contexts with low humanitarian visibility. Finally, FONGA will pay particular attention to supporting national NGO forums in the progressive strengthening of their capacities in information management, in a logic of regional coherence, sustainability and ownership by national actors. Expected results of the consultancy Consultancy services are expected in the following 8 areas: Internal Information Management (IM) At the end of the consultancy, FONGA has a more structured internal information management system, facilitating the centralization, updating, and access to key information within the network. This structure allows for improved management of members and contacts, shared resources, document archiving, as well as consolidated monitoring of activities and performance indicators (indicators, projects, contributions, etc.). Institutional Communication and Visibility: Consultancy helps strengthen FONGAs identity and visibility by developing a coherent foundation for internal and external communication. The expected deliverables support a harmonized representation of FONGA to members, partners, and donors, and facilitate the dissemination of key information about its missions, activities, and added value. Support and capacity building for member forums: The consultancy supports member platforms, particularly national NGO forums, in progressively strengthening their information management capacities and practices. This support aims to facilitate the adoption of appropriate tools and methods and to support the sustainability of information management mechanisms at the national level, in line with the regional approach promoted by FONGA. Analysis and monitoring of regional trends: The consultancy supports the development of a structured approach to enhance the visibility and analysis of humanitarian and contextual trends at the regional and sub-regional levels. It aims to support a consolidated understanding of major developments, drawing on existing resources, to inform the coordination, strategic prioritization, and advocacy efforts of FONGA and its members. Support for FONGAs Thematic Projects and Initiatives: Based on identified priorities, the consultancy provides technical support to specific initiatives led by FONGA, for example, those related to humanitarian access and location. This support contributes to the documentation, structuring, and dissemination of results, and promotes regional coherence in the initiatives undertaken. Ad hoc support for operational and advocacy needs: Consultancy services address FONGAs specific and cross-cutting needs by producing tailored materials and content (meetings, analyses, reports, communications, and advocacy). These contributions enhance the quality, consistency, and effectiveness of documents and materials used in internal and external communications. Coordination and integration with regional information management mechanisms: Consultancy facilitates better integration of FONGA with relevant regional information management dynamics, particularly through participation in exchanges, working groups, and technical forums, according to needs and requests. It thus contributes to the sharing of best practices, the consistency of approaches, and the integration of FONGA within existing mechanisms. Reporting, monitoring and accountability The consultancy ensures regular and structured reporting, enabling the documentation of progress of activities, the consolidation of outputs, and the provision of internal monitoring and external accountability, particularly with regard to donors. Direct reporting line: FONGA Policy & Advocacy Advisor Implementation timeline and expected results The technical offer will take place over a period of 12 months, starting from the signing of the contract, and must provide regular support to FONGA throughout the 12 months. Location of the consultancy The consultant must be based in Dakar, Senegal. He/She will work from NRCs office, located in Almadies, Dakar. If travel to countries in the region is required, transportation costs (airfare, airport taxi) and accommodation will be covered by FONGA.
