The Aim Of The Award Is To Replace The Existing 28-Year-Old Software Elan (Electronic Application Management Of The State Parliament) With A New Development With External Support. The Elan Application Serves The Bavarian State Parliament As A Central Application For The Management Of Applications And The Creation Of Documents, The So-Called Printed Matter, And Accompanies The Entire Extensive Legislative Process In Bavaria. For This New Development, The Ldbv Is Looking For A Service Provider Who Is Able To Take Over The Development Of Individual Modules As Well As Individual Interfaces And Automated Test Procedures In An Agile Development Environment. The Development Is Based On The Use Of Central Components. If Necessary, The Contractor Must Carry Out Targeted Refactoring. The Client Is Aiming To Tender For A Project Group That Has Already Worked In A Parliamentary Environment, As Familiarization With Parliamentary Jargon Should Not Be Underestimated And An Understanding Of The Tasks Of The State Parliaments Employees Is Essential.
