Tenders are invited for Sexual Exploitation and Abuse and Child Safeguarding Investigator. Background: The Lebanese Organization for Studies and Training is looking to establish a long-term agreement with a qualified Sexual Exploitation and Abuse (SEA) and Child Safeguarding (CSG) investigator to work on alleged cases of SEA and CSG. LOST has a zero-tolerance policy for SEA/CSG violations and is committed to creating a safe and respectful environment for all beneficiaries, staff, and stakeholders. This investigation aims to assess the validity of the allegations and recommend appropriate actions in line with organizational policies, codes of conduct, and applicable laws. 2. Purpose and Objectives Purpose To conduct a professional, thorough, and objective investigation into the reported SEA/CSG allegations to uphold accountability, protect all parties involved, and maintain the integrity of LOST. Specific Objectives Assess whether the allegations meet the threshold for SEA/CSG and, if applicable, determine whether they constitute an offense under national law. Review and analyze all evidence presented, including any additional evidence that supports or refutes the allegations. Provide a comprehensive report detailing evidence, conclusions, and recommendations to guide organizational response and preventive measures. 3. Scope of Work - Key Deliverables (per investigation) Work Plan Develop and present a detailed work plan outlining the methodology for conducting the investigation, including: Reviewing relevant documentation (e.g., complaint reports, policies, or case records). Conducting site visits as necessary. Interviewing key stakeholders, including the survivor(s), witnesses, and the Subject of Complaint. Protective Action Plan Provide recommendations to protect the survivor(s), witnesses, and other parties involved from potential retaliation or harm during and after the investigation. Investigation Report Submit a final report, including: Executive Summary Key findings, conclusions, and next steps. Introduction Context of the investigation and the purpose of the report. Allegations A clear outline of the allegations, referencing applicable policies and laws. Investigative Approach Description of methods used, such as interviews, site visits, or evidence review. Chronology of Events A timeline of reported incidents and investigation activities. Analysis of Evidence A balanced review of the evidence collected, noting any corroborative or conflicting information. Retaliation and Protection Risks Documentation of identified risks and steps taken to mitigate them. Adequacy of Organizational Response Evaluation of how the organization initially responded to the SEA/CSG allegations. Conclusions Determination of whether the allegations are substantiated based on evidence. Recommendations Proposals for organizational improvements, including measures to strengthen the prevention and response to SEA/CSG. 4. Key Required Skills and Experiences The investigator must meet the following qualifications: Professional Expertise Proven experience in conducting sensitive investigations, particularly those related to SEA/CSG or similar cases (3 years +). Familiarity with interviewing survivors of trauma, witnesses, and accused individuals, including children if applicable. Certified Investigator (highly preferred) Technical Knowledge In-depth understanding of international standards and best practices for SEA/CSG investigations. Knowledge of applicable national laws and organizational policies related to SEA/CSG. Cultural Sensitivity Demonstrated ability to handle investigations in diverse cultural contexts, with awareness of gender-sensitive and survivor-centered approaches. Language Proficiency Fluency in English and Arabic to facilitate effective interviews and documentation. Soft Skills Strong organizational, analytical, and communication skills to manage sensitive cases with discretion and professionalism. 5. Proposal Submission Requirements Applicants must submit both a Technical Proposal and a Financial Proposal as follows: The technical proposal shall include: Relevant experience and qualifications CV(s) of proposed investigator(s) Certificates Financial Proposal shall include: Cost in USD or LBP Any additional taxes/fees 6. Evaluation Criteria and Scoring Proposals will be evaluated using a combined technical and financial scoring system: Technical Evaluation (70 points total) Relevant experience in SEA/safeguarding investigations: 40 points Qualifications and competencies: 30 points Minimum technical score required to pass: 55/70 Financial Evaluation (30 points total) - Cost-effectiveness and clarity of financial proposal: 30 points Final score = Technical score (70%) + Financial score (30%) How to apply 7.
