Firefighting, Rescue And Safety Equipment – Framework Agreement For The Supply Of Respiratory Protection Technology For The Fire Departments In The Paderborn District. The Clients Of The Framework Agreement Are, On The One Hand, The Paderborn District And, On The Other Hand, The City Of Paderborn. The Paderborn District Carries Out The Award Procedure. According To Section 2 Paragraph 1 Nos. 2 And 3 Of The Law On Fire Protection, Assistance And Disaster Control (Bhkg), The Paderborn District Is Responsible For Fire Protection And Assistance, As Long As There Is A Supra-Local Need, As Well As For Disaster Control. It Maintains Units And Facilities For Fire Protection And Assistance Where There Is A Regional Need, As Well As For Combating Large-Scale Operations And Disasters; He Also Ensures Further Training And Further Education For The Fire Brigade Members Of His District Municipalities, Section 4 Bhkg. According To Section 2 Paragraph 1 No. 1 Bhkg Of December 17, 2015 (Gv. Nrw. P. 886), Last Amended By Law Of June 23, 2021 (Gv. Nrw. P. 762), The City Of Paderborn And The Other Municipalities In The District Are Responsible For Fire Protection And Assistance. For This Purpose, They Maintain Efficient Fire Departments As Municipal Institutions That Are Appropriate To The Local Conditions, Section 3 Paragraph 1 Sentence 1 Bhkg. The Paderborn District And The District Municipalities Have Joined Forces To Form The Respiratory Protection Technology Cooperation Association In Order To Improve Performance In The Field Of Respiratory Protection Technology In The Area Of Fire And Disaster Protection Through Optimized Provision Of Respiratory Protection Technology In Larger Deployment Situations As Well As The Occupational Safety Of Emergency Services Through Standardization Of Respiratory Protection Technology, As Well As To Reduce The Training Effort Due To Standardized Respiratory Protection Technology And The Procurement Costs For New Technology And Spare Parts. Against This Background, The Paderborn District And The City Of Paderborn, As Clients, Intend To Conclude A Framework Agreement With A Contractor For The Delivery Of Respiratory Protection Technology. The Subject Of The Framework Agreement Is, On The One Hand, The Delivery Of At Least 900 Pieces Of Compressed Air Breathing Apparatus, 900 Pieces Of Automatic Breathing Apparatus, 1,700 Pieces Of Breathing Connections (5-Point Rubber Spider), 30 Pieces Of Breathing Connections (Helmet-Mask Combination), 200 Pieces Of Mask Goggle Sets + Adapters, 500 Pieces Of Transport Bags, 200 Pieces Of Transport Boxes, 20 Pieces Of Respiratory Protection Emergency Bags, 20 Pieces Of Rescue Hoods With Constant Air Supply, 900 Pieces Of Breathing Air Bottles, 500 Pieces Of Protective Covers For Breathing Air Bottles And 10 Pieces Of Communication Modules. On The Other Hand, The Contractor Is Responsible For Carrying Out Training Courses For Respiratory Protection Equipment Attendants As Well As Training For Multipliers In The Safe And Appropriate Use Of The Respiratory Protection Technology Supplied. In Addition To The Aforementioned Minimum Quantities, The Clients Are Entitled To Order Additional Quantities From The Contractor Up To A Maximum Quantity Specified In The Framework Agreement (B Tender Documents). However, The Contractor Is Entitled To Accept These Additional, Non-Binding Quantities
