Evaluation Consultancy Services – Consulting Services And Technical Assistance For The Development Of The Evaluation Capacity Of The Bucharest Regional Program Management Authority – Ilfov 2021-2027. The Evaluation Plan For Pr Bi 2021-2027 Is A Strategic Document, The Purpose Of Which Is To Establish How Evaluations Will Be Carried Out During The Implementation Of Pr Bi 2021-2027, And To Establish The Resources Necessary To Carry Out Program Evaluations. The Evaluation Plan Includes A Series Of Intermediate Evaluations Considered Necessary To Improve The Quality Of The Elaboration And Implementation Of Pr Bi 2021 - 2027, Such As The Evaluation Of The Implementation Of Pr Bi 2021 - 2027, But Also Thematic Evaluations (Evaluation Of Communication Actions, Evaluation Of The Implementation Of Horizontal Themes And Evaluation Of Technical Assistance Actions). In Order To Ensure The Quality Of The Evaluation Process And To Validate The Results Of The Evaluations, The Need Was Identified Regarding The Development Of The Evaluation Capacity Of The Management Authority Through The Establishment Of The Technical Evaluation Support Committee (Cte1) By Contracting Consulting And Technical Assistance Services. The Technical Evaluation Support Committee (Cte1) Will Be Established To Provide Technical Expertise To Ensure The Quality Of The Evaluation Process And To Validate The Evaluation Results. Cte1 Will Analyze The Data Needs For The Evaluation, Provide Support In Finalizing The Specifications, And Contribute To Improving The Quality Of The Evaluation Reports. It Will Also Generate Scientific/Technical Opinions On Evaluation Methodologies, Evaluation Reports, And Support Evaluation Skills Development For The Evaluation Unit And Cce. The Experts Of This Contract Will Carry Out Their Activity In The Form Of A Technical Evaluation Support Committee (Cte) And Will Contribute To Ensuring The Quality Of The Reports By Directly Supporting The Members Of The Bep Pr Bi (Guidance/Training) In The Analysis Of The Evaluations Made From The Evaluation Contracts Of The Pr Bi 2021 – 2027. The Technical Committee Will Formulate Points Of View Regarding The Various Variants Of The Evaluation Reports, Provide Support In Order To Develop The Specifications And Train The Staff Involved In The Program Evaluation Activity. The Technical Evaluation Support Committee Will Consist Of At Least Three Senior Experts (Members Of The Academic Environment Or Senior Experts At The Sector Level Or In The Field Of Program / Policy Evaluation), Which Will Support The Ma In The Implementation Of Individual Evaluations. Considering The Novelty Of The Program Evaluation Activity Within The Contract, The Provider Will Carry Out The Following Specific Activities: 1. Activity 1 – Assistance In The Development Of Specifications For 3 Evaluations Provided In The Evaluation Plan, Including The Analysis Of The Evaluability Of The Evaluation Themes Related To The 3 Evaluations; 2. Activity 2 – Support For Ensuring The Quality Of The Deliverables Within The 4 Evaluations Of The Evaluation Plan; 3. Activity 3 – The Transfer And Use Of Knowledge Generated By The Evaluation Process To Support The Development Of Institutional Competences
