For Semmelweis University, Within The Framework Of A Business Framework Agreement, The Provision Of Passenger Transport Activities (Transmission Of Passenger Transport Services) 24 (Twenty-Four) Hours A Day, In Budapest And The Budapest Agglomeration Area, By Operating A 24 (Twenty-Four) Hour Dispatch Service, Within The Administrative Boundaries Of Budapest, After The Call Max. Within 20 (Twenty) Minutes, Outside The Administrative Borders Of Budapest, Max. With A Stop Within 40 (Forty) Minutes. Planned Quantity: An Average Of 1,100 (One Thousand One Hundred) Per Month, Organization Of 39,600 (Thirty Nine Thousand Six Hundred) Transports During The Entire Duration Of The Contract. Territorial Distribution Of Transports: 90 (Ninety) % Of The Expected Number Of Transports Within The Administrative Borders Of Budapest, 10 (Ten) % Of The Expected Number Of Transports Outside The Administrative Borders Of Budapest. The Framework Contract Is Concluded Until The Framework Amount (Net Huf 173,496,500) Is Exhausted Or For A Fixed Period Of 36 (Thirty-Six) Months. The Tenderer Undertakes To Draw 70 (Seventy) % Of The Total Amount. The Service Must Comply With Regulation 176/2015. (Vii.7.) Government Decree And 31/2013. (Iv. 18.) Main. Kg. Regulations And Its Amendments. Criteria For Evaluation: The Tenderer Shall Use The Evaluation Criteria Defined In Point Ii.2.5) Of The Invitation To Tender In The Kbt. With Regard To Section 76 (2) Point C), It Was Determined: The Evaluation Criterion Of The Offer Displaying The Best Price-Value Ratio Is Applied: The Price Evaluation Criterion Contains Additional Sub-Criteria: 1.1. Basic Fee Outside The Administrative Borders Of Budapest (Huf) Weighted Number: 10 1.2. Kilometer Fee Outside The Administrative Borders Of Budapest (Huf/Km) Weighted Number: 30 1.3. Time-Proportional Unit Fee Outside The Administrative Boundaries Of Budapest (Huf/Minute) Weighting Number: 10 In The Case Of Price (Sub)Aspects, The Bidder Uses The Inverse Proportionality Method, With A Score Between 0-10. The 2-3. In The Case Of Quality Aspects - The Max. 20 (Twenty) And Max. For Offers More Favorable Than 40 (Forty) Minutes - The Bidder Uses The Method Of Reverse Rationing. 20 (Twenty) Minutes For The 2Nd Aspect, 40 (Forty) Minutes For The 3Rd Sub-Aspect Are The Maximum, Which Recommendations Are Worth 0 (Zero) Points Accordingly; Offers That Exceed 20 (Twenty) And 40 (Forty) Minutes Will Result In The Offer Being Invalid. In The Case Of The 4Th Quality Evaluation Aspect, The Bidder Applies The Method Of Direct Rationing - The Advantage Is The Offer That Is As Large As Possible (As Many Pieces As Possible). 6/1990 On The Technical Conditions For Putting Road Vehicles Into Circulation And Keeping Them In Circulation Shall Be Understood By The Tenderer As A Purely Electric Vehicle.
