Tenders are invited for consultancy for DRA Somali Joint Response (SOMJR) 2024-2026 Evaluation Scope The evaluation will focus on assessing the overall response performance of SOMJR, focusing on the achievement of intended results, the quality of the intervention and accountability to affected people; in line with the mandatory DRA and recommended CHS commitments and the OECD-DAC criteria. It will assess how cross-cutting approaches, including accountability, localization, collaboration, and innovation/learning were embedded in the design and implementation of SOMJR. The evaluation will identify lessons learned, best practices, and areas for improvement to inform future programming and enhance the design and delivery of humanitarian interventions. Selection Process Interested consultants or firms are required to provide CVs and proposals detailing their experience and relevant track records that include the following aspects: Demonstrated experience in evaluating multi-sectoral humanitarian interventions (e.g., food security, health and nutrition, WASH, and protection) Familiarity with evaluating programs involving multiple implementing partners, including coordination, harmonization of approaches, and shared accountability. Demonstrated experience in design, planning and implementation of mixed-method evaluation exercises. Experience in quantitative data collection and analysis, use of sound statistical methods to identify causal relationships and use of participatory approaches. Experience in qualitative data collection and analysis of complex qualitative information, drawing findings from multiple sources and handling potential contradictions between data sets. Proven knowledge and experience with using humanitarian sector frameworks for Quality and Accountability (e.g. OECD DAC criteria, CHS; SPHERE) in evaluation assignments. Knowledge of integrating gender, age, disability, and protection considerations into evaluation design and analysis. Statistical analysis: a range of statistical modelling and analysis of impact data; highly proficient user of: SPSS, STATA or equivalent; and qualitative data analysis techniques. Language Proficiency: Proficiency in English and the ability to produce good quality written documents in English is a mandatory requirement of this assignment. Deep understanding of Somali context: socio-political dynamics, humanitarian landscape, and cultural sensitivities.
