Tenders are invited for IT Training Project: Supporting progress in key areas of public administration reform in Lebanon Since 2019, Lebanon has been facing one of the worst economic crises globally since the mid-nineteenth century according to the World Bank, with 2 major events intensifying its impact, the COVID-19 pandemic and the Beirut port explosion in 2020. As the financial and economic situation unfolds, the downfall can be seen in all of the countrys aspects, from the availability of state services to the functioning of public administrations. Understanding the extent of this downfall requires an overview of several key facts that could represent Lebanons new reality. Lebanon has also been facing political and economic crises for several years. The country has a complex political system that is based on power-sharing arrangements among its religious sects. However, this system has led to political gridlock, corruption, and a lack of accountability, which has resulted in a deteriorating economic situation and social unrest. The political deadlock in Lebanon refers to the ongoing inability of the countrys political leaders to form a functioning government. This deadlock has been repetitive and has always persisted for multiple months and sometimes years. The countrys worsening context has severe consequences on all sectors, with Lebanese public administrations being the most affected due to the reduction of available public funds. This has affected the core of public services and the basic functioning of administrations. A new EU Program Action started in December 2023 that aims to support progress in key areas of public administration reform in Lebanon through enhancing the integrity, transparency and accountability of its public administration aligned with the principles of a modern public administration. It consists of three outcomes: Safeguarding integrity of the public administration, mainly in the area of public human resources management (i.e. civil service reform); Enhancing transparency in public administration systems, mainly in the area of public procurement at central and local level (i.e. public financial management reform) and access to public information (i.e. accountability); Strengthening accountability of the administration by reinforcing the role of the main oversight bodies (i.e., Central Inspection Board, Court of Audits and National Anti-Corruption Commission) in implementing reform, fighting and preventing corruption. As the project focuses on strengthening institutional capacities, it will implement targeted capacity-building activities for civil servants across several thematic areas, with IT constituting a core component. Accordingly, the project will invest in training on key digital tools that are integral to staff members day-to-day operations. Need justifications Even before the beginning of the financial crisis almost all Lebanese public administrations had suffered from budgets that did not allow the proper handling of their IT infrastructure and IT systems. The complications have multiplied with the financial crisis and political gridlock in the country, leaving most public administrations in dire need of support. The project is planning to support the IT and Capacity building needs for the existing and newly-hired staff at the beneficiary public administrations. Objectives and desired results General objective The objective of the assignment is providing capacity building for existing and newly-hired civil servants working at beneficiary administrations and pilot administrations: Central Inspection (Beirut) Court of Accounts (Beirut) National Anti-Corruption Commission (Beirut) Public Procurement Authority (Beirut) Civil Service Board (Beirut) Municipality of Saida (Saida) EBML (Greater Beirut) Specific objectives Capacity Building in Microsoft Office: 1. Enhance the proficiency of participants in using: MS Excel (level beginner, intermediate, advanced) MS Word (level beginner, intermediate, advanced) MS PowerPoint (level beginner, intermediate, advanced) Email (level beginner, intermediate, advanced) Web browsing (searching, using AI, etc.) (level beginner, intermediate, advanced) Enhance the proficiency of IT staff in using: Advanced Web Development (Laravel/React JS/Angular JS/ ASP.NET Core & Razor Pages) Server & Data Center Administration Comprehensive Cybersecurity Fundamentals & Applied Security training for IT managers MS Office 365 Administration, and other tools (Power Automate, SharePoint, Teams, Azure Active Directory, Advanced Threat Protection, and compliance, etc.) AI Agents & LLM Systems Engineering Oracle Database for Cloud Solutions Advanced SQL Server 2022 Administration & Performance System Administration (Linux & Windows) VMware vSphere Administration Hands-On Practical Experience: Facilitate hands-on learning through practical exercises, projects, and case studies ergo reinforcing theoretical knowledge. Skill Development: Develop necessary skills to be applied in the administrations daily work. Anticipated results Delivering the mentioned trainings at each administration within the upcoming 20 months. Requirements General Requirements Training Materials Comprehensive training materials, including presentation slides, exercise examples, and documentation. Exercises samples must aim at developing administrative staff skills in Arabic peruse. For instance, hands-on being done during the training should be in Arabic. Hands-On Exercises Practical exercises to reinforce theoretical knowledge. These exercises should provide participants with hands-on experience in all included material. Projects Group or individual projects that allow participants to work on real-world scenarios and solve practical problems. Trainer Profile & Training requirements The proposed Trainer must have 5 years of experience in conducting similar training, preferably for public entities. The trainers profile should be shared as part of the proposal. A detailed Syllabus should be enclosed to the proposal. Example of the hands on delivered should be shared as part of the proposal. A holistic training methodology should be shared. Place, duration, and terms of performance The proposal must be developed as a flexible framework agreement, as trainings will be conducted in separate occurrences, with multiple variables: The number of participants in each training The level of the trainees (beginner and intermediate and advanced) The location of the training (onsite at each administration or training center) The potential need of equipment (we might request to provide laptops for trainees) Start date: 23/02/2026. Delivery date: 1/11/2027 The maximum amount of the framework agreement will be $40,000. Training materials, attendance sheets, and feedback of participants are considered the deliverables of each training course and are the justifying documents for payments. Required expertise and profile The service provider must be a Lebanese trainer or a registered company with at least of 10 years of proven experience in delivering similar services. Previous experience in working with local NGOs and/or Lebanese public entities. All proposed training must be conducted at administrations or at service centers solely located in the Beirut region; Online Training services are not accepted. Evaluation Criteria The best value for money is established by weighing technical quality against price on a 75/25 basis. The providers will be appraised and given a score of up to 100 points according to these criteria. NB: Only providers with scores of at least 60 points on technical evaluation qualify for the financial evaluation. No other award criteria will be used.
