Lebanon is facing a multi-layered crisis marked by political instability, economic collapse, and environmental degradation. The collapse of formal employment opportunities has pushed large segments of the population into precarious, informal work arrangements. Among the most affected sectors is solid waste management, which has become both a livelihood source for vulnerable populations and a focal point of environmental and social challenges. At the same time, Lebanons waste crisis has become emblematic of broader governance failures. The 2015 garbage crisis and its aftermath underscored the absence of sustainable waste management systems, leading to reliance on costly landfilling and environmentally harmful practices. Yet, this challenge also creates opportunities: reframing waste management through the lens of the circular economy can generate added value, reduce dependency on imports, and create dignified livelihood opportunities while addressing urgent environmental concerns. Within this context, the Decent & Sustainable Livelihoods in the Circular Economy project, implemented by Acted in partnership with Live Love Lebanon (LLL) under RDPP Phase III, places strong emphasis on linking livelihoods, protection, and policy dialogue. Outcome 4 of the project specifically aims to generate evidence and build consensus for systemic change by engaging policymakers, civil society, and the private sector in dialogue around circular economy approaches. To support this process, Acted seeks to commission an independent research study that will examine the working conditions in the waste sector in Lebanon, with a particular focus on refugees and other vulnerable groups. The research will provide a rigorous analysis of existing practices, risks, and gaps, and will identify policy and regulatory measures to improve working conditions, formalize informal labour, and unlock the sectors potential for job creation through circular strategies. The findings will be synthesized into a Policy Brief, which will serve as a practical advocacy tool for national and sub-national stakeholders. By grounding policy dialogue in solid evidence, the research and brief will contribute to promoting inclusive, sustainable, and rights-based reforms in Lebanons waste sector, aligned with the broader objectives of decent work, economic resilience, and environmental sustainability. The consultancy will also build upon the outcomes of the regional Agora roundtable discussions organized under the project by Live Love Lebanon. These Agoras bring together local authorities, civil society, private sector actors, and community representatives to share best practices and challenges in waste management and circular approaches. Insights gathered from these events will serve as a critical input for the research, ensuring that the Policy Brief reflects practical experiences, local priorities, and regionally diverse perspectives.
