Ip Telephone Services - Provision, Maintenance, Quality And Security Management Of Services For Making Calls From Places Of Deprivation Of Liberty. The Purpose Of This Public Procurement Is To Provide, Manage The Quality And Security Of Services For Conducting Conversations From Places Of Deprivation Of Liberty For The Needs Of The Dp Fpd. Requirements For The Execution Of The Public Order: • The Execution Of The Order Includes The Provision Of Transmission Of Voice And Facsimile Messages, Through Voice Over Ip (Voip) Technology In Accordance With The Law On Electronic Communications On The Territory Of The Country And Abroad; • The Contractor Of The Public Procurement Should Have A Public Fixed Telephone Network With A National Scope Under Its Administrative And Technical Management. • The Execution Of The Order Must Provide An Opportunity To Make Incoming And Outgoing Voice Telephone And Fax Calls From And To End Users Of All National, Terrestrial And Other National Fixed Networks. • To Ensure Full Connectivity Of Users To Other Networks In The Country And Abroad - Fixed And Mobile. • The Contractor Of The Public Procurement Must Have A Supply Management And Tracking System That He Will Apply During The Execution Of The Procurement. • The Contractor Of The Public Order Should Provide In Both Centers Services For Conducting Calls With A Minimum Capacity Of 700 Simultaneous Calls Using The Sip Protocol (The Addresses Of The Locations Are Attached In Table No. 1). The Two Centers Are Divided Into Two Locations. The Main System Is Installed At 21 Gen. N. Stoletov Blvd., Sofia, And The Backup System Is Installed At 4 Alexander Stamboliyski Blvd., Plovdiv; • During The Execution Of The Order, The Possibility Of Making Calls To Fixed Networks, Mobile Operators, International Calls Should Be Ensured. The Service Must Be Available 24 Hours A Day, 7 Days A Week. • The Public Procurement Contractor Should Ensure Information Security Management And The Necessary System Integration To Ensure Operability And Compatibility. • The Contractor Of The Public Procurement Should Ensure The Quality Of The Exchanged Information (Voice Data) From The Address Of The Contracting Authority And Its Point Of Presence In The Populated Place. Method Of Billing For Voice Calls Under The Sip Service Voice Calls Under The Offered Sip Service Are Charged Based On The Actual Duration Of Successfully Established Calls Under The Following Conditions: - Start Of Billing: Billing Starts From The Moment The Connection Is Successfully Established (Answer To The Call) And Ends When The Call Is Terminated By One Of The Parties. - Minimum Initial Interval: A Minimum Initial Billing Interval Of 60 (Sixty) Seconds Applies To All Outgoing Voice Calls. Calls With An Actual Duration Less Than Or Equal To 60 Seconds Are Billed As The Full 60 Seconds. - Subsequent Billing: After The Initial Interval Of 60 Seconds, The Call Is Charged For Each Subsequent Second Started. Call Duration Is Measured In Seconds
