Architectural, Construction, Engineering And Inspection Services – Framework Arrangement For Consulting Services For Contaminated Land And Water Areas. The Object Of The Procurement Is Consulting Services For Contaminated Land And Water Areas (Hereinafter Also Pima Consulting) For The Municipality Of Tuusula (Hereinafter Also The Procurement Unit Or The Client). A Framework Arrangement Will Be Formed For The Procurement Of Consulting Services. A Maximum Of Five (5) Service Providers Ranked Best In The Comparison Will Be Selected As Framework Contract Suppliers For The Framework Arrangement. If There Are Fewer Than Five (5) Bidders, All Bidders Who Meet The Suitability And Minimum Requirements And Who Have Submitted A Bid In Accordance With The Request For Bids Will Be Selected For The Framework Arrangement. The Framework Agreement Is Valid For Three (3) Years And Will Expire Without Separate Notice, Unless The Subscriber Decides To Implement The Option Period. Assignment-Specific Order Agreements Concluded Within The Framework Agreement May Be Shorter Or Longer Than The Framework Agreement Period. The Framework Agreement Includes An Option Period Of One (1) Year, If The Subscriber Decides To Use The Option. The Introduction Of The Option Will Be Announced Separately, However No Later Than Three (3) Months Before The Start Of The Option Period. The Adoption Of The Option Period Is A Matter Of The Subscribers Right, Not An Obligation. If The Option Is Implemented, The Framework Agreement Will Be Extended With Each Selected Service Provider. The Maximum Value Of The Framework Arrangement Is 400,000 Euros (Vat 0%). Assignments Ordered On The Basis Of The Framework Agreement, The Value Of Which Is Less Than 40,000 Euros (Vat 0%), Are Procured Based On The Order Of Priority In The Framework Agreement (Appendix 1) In More Detail And With Exceptions. The Purchaser Can Organize A Simplified Tendering Process Also For Procurements Under Eur 40,000 (Vat 0%), If The Procurement Is, In The Opinion Of The Purchaser, More Expedient To Carry Out Using A Simplified Tendering Process. Orders With A Value Of More Than Eur 40,000 (Vat 0%) Are Ordered On The Basis Of A Separate Simplified Tender (Mini-Tender). If Necessary, The Procurement Unit Organizes A Mini-Competition Among Service Providers Approved For The Framework Arrangement. The Object Of The Mini-Competition, The Applicable Procedure, The Rules And The Criteria For The Best Price-Quality Ratio Are Defined Separately In Each Procurement. The Assignment Is Ordered From The Bidder Who Won The Mini-Competition. The Details Of The Individual Assignments To Be Ordered Based On The Framework Agreement Are Agreed In A Separate Assignment Agreement Or Otherwise Separately In Writing. The Consulting Services To Be Tendered Include, Among Other Things, The Following Tasks: - Surveys Of The Contamination Of Land And Water Areas - Surveys Of The Quality And Quantity Of Waste - Landfill Suitability Surveys - Planning Of The Restoration Of Contaminated Areas - Preparation Of Permit Applications And Notifications Required By Environmental Legislation For The Restoration Of Areas - Tasks Related To The Preparation Of The Restoration And The Preparation Of Tender Documents - Restoration Monitoring Tasks And Reports The Framework Arrangement And The Object Of Procurement Are Described In More Detail With The Tender Request And Its Attachments. The Acquisition Does Not Include A Quantity Purchase Obligation And Does Not Provide A Service To Those
