Request for proposals for Consultancy for Assessment of Renewable Energy and NTB JAMALI Grid Interconnection for NTBs Economic Growth, Indonesia PROJECT BACKGROUND: West Nusa Tenggara (NTB) is projected to experience significant socio-economic expansion toward 2060, particularly driven by the industrial sector as reflected in the Rencana Kerja Pemerintah Daerah (RKPD). This growth is expected to increase electricity demand beyond the levels currently served by NTBs isolated power system. Under a Business-as-Usual (BAU) scenario, NTBs existing generation mix, dominated by diesel and limited renewable energy, may not be sufficient to reliably meet the projected demand in Year 2060. At the same time, the Government of Indonesia has included the NTBJamali Grid Interconnection in national planning documents (RUKN), with an indicative start date around 2035. This interconnection is expected to enhance system reliability, reduce generation costs, and enable higher penetration of renewable energy over the medium to long term. Given NTBs industrial growth pathway and Indonesias national energy-transition agenda, an analytical study is required to: 1. project NTBs electricity demand based on industrial expansion, 2. assess whether BAU generation can meet Year 2060 demand, 3. identify the role and potential of renewable energy in closing the gap, and 4. evaluate the strategic implications of the NTBJamali grid interconnection, including whether advancing or aligning the interconnection schedule with demand growth in 2060 may be justified. This study will inform provincial insititutions and relevant ministries on planning decisions and investment prioritization. Objectives include: 1. Project electricity demand in NTB for Year 2060 based on industrial sector growth assumptions outlined in the RKPD. 2. Assess supply adequacy of NTBs Business-As-Usual (BAU) electricity generation plan in meeting the projected demand. 3. Quantify the renewable energy contributions required to close potential demandsupply gaps in Year 2060, including identifying priority renewable energy sources and ensuring alignment with the NTB Net Zero Emissions (NZE) Roadmap. 4. Evaluate the NTBJamali Grid Interconnection Plan through a costbenefit analysis, examining its economic, technical, and reliability implications for NTB under the projected demand scenario, while considering that project implementation is planned to begin around 2035 as indicated in the RUKN. 5. Provide policy and planning recommendations supported by costbenefit analysis outcomes on whether NTB would benefit from aligning or accelerating the interconnection timeline relative to projected industrial demand growth in Year 2060. ASSIGNMENT OBJECTIVE: GGGI seeks to engage a competent consulting firm to undertake the analytical assessment, modelling, and evaluation described in this TOR, and to deliver evidence-based recommendations that support decision-making on renewable energy development pathways and the NTBJamali grid interconnection timeline.
