Tenders are invited for Consultancy- Support for Climate Change and Agriculture Project Development Myanmar. Closing Date: 6 Feb 2026 Type: Consultancy PRESENTATION OF SOLIDARITES INTERNATIONAL SI in general SOLIDARITES INTERNATIONAL (SI) is a French NGO, independent of all political, economic, ethnic and religious groups. For over 40 years, it has contributed to provide humanitarian assistance to populations that are victims of armed conflicts and natural disasters by meeting their vital needs (water, food and shelter) and strengthening their resilience capacities. Particularly committed to the fight against water-borne diseases, the worlds leading cause of death, SI provides expertise in the areas of access to drinking water, sanitation and hygiene promotion, as well as in the essential domain of food security and livelihoods. SI teams are present in about 18 countries a total of 2,000 people, including expatriates, national staff, permanent staff at Headquarters, and a few volunteers. SI in MYANMAR SI has been in Myanmar since 2008, first responding to the devastating Cyclone Nargis. In 2011 and 2012, SI expanded to new regions focusing on Livelihoods, Food Security, Shelter, and WASH sectors. SI is currently mainly operating in Rakhine and in Kachin States with outreach emergency capacities through its local partners in other locations. The operations are supported by a Coordination team based in Yangon. While continuing to support the vulnerable communities suffering from a long-term protracted crisis, SI is also developing a stronger and more responsive Emergency component, either directly or through local partners, to tackle the growing needs spreading across the country. Projects are currently funded by FCDO, ECHO, IFSAN, CDCS and UN agencies with potential for development in terms of geographical coverage and activities scope to address the emerging needs. SCOPE OF THE CONSULTANCY Scope of work 1. Contextual Analysis Review the CLiFS Action Document and EU delegation guidance. Conduct a rapid desk review of climate change adaptation, rural development, and food security priorities in Myanmar, with emphasis on central Dry Zone. 2. Stakeholder & Partner Mapping Build on missions initial partner mapping to identify and assess potential consortium partners (INGOs, local NGOs, technical agencies, research centers, private sector actors Map existing networks in Yangon and target regions to ensure operational readiness. 3. Needs Assessment & Target Group Definition Define vulnerabilities of smallholder farmers, youth, and women in relation to climate change adaptation. Align proposed interventions with EU priorities and complementary initiatives (LIFT, EQ response, NRM). 4. Programmatic Design Develop intervention strategies covering agriculture and food production enhancement, vocational training, market linkages, water resource management, smallscale infrastructure, and food security. Ensure balance between shortterm climate impacts and medium term resilience Demonstrate how intervention will provide short and mid-term improvement to agricultural production 5. Geographical Focus & Justification Recommend precise geographic targeting within Dry Zone based on impact potential. Provide evidence based rationale for site selection. 6. Consortium Development & Coordination Facilitate discussions with potential partners to build a strong consortium. 7. Concept Note Drafting Lead development of the concept note in line with EU CfP requirements. Integrate technical, financial, and operational components. 8. Compliance & Risk Management Ensure proposal meets EU eligibility, compliance, and technical standards. Identify risks (political, operational, climate) and propose mitigation strategies, especially regarding limited engagement with authorities. 9. Sustainability & Private Sector Engagement Integrate strategies for sustainability through private sector linkages, producer associations, and irrigation groups. Deliverables Inception Report Methodology, workplan, and timeline for the consultancy period. Submitted within the first two weeks of engagement. Stakeholder & Partner Mapping Report Identification of potential consortium partners (INGOs, local NGOs, technical agencies, private sector). Assessment of operational presence and capacities in target regions. Needs Assessment Summary Evidence based analysis of vulnerabilities of farmers, youth, and women in Dry Zone Identification of priority intervention areas aligned with climate adaptation and food security. Geographic Targeting Justification Note Clear rationale for selected project sites, supported by data and impact potential. Draft Programmatic Framework (Outline Only) Initial design of proposed activities (support and enhancement of agricultural production, vocational training, market linkages, water resource management, small scale infrastructure). Focus on short term vs. Long term climate resilience. Consortium Development Plan Documentation of partner roles, responsibilities, and draft MoUs or partnership agreements. Risk Analysis & Mitigation Strategy Identification of political, operational, and climate risks. Proposed mitigation measures, especially regarding limited engagement with authorities. Draft Concept Note Full draft of the concept note prepared in line with EU CfP requirements. Includes objectives, expected results, indicative activities, and preliminary budget framework. Ready for internal review and refinement by consortium partners MANAGEMENT AND REPORTING LINES Position under the hierarchical supervision of: Deputy Country Director for Programs Key interlocutors: SI and partners technical focal points; key Grants and/or Program managers and/or technical advisor focal points at partner agencies; SI HQ Desk team. SCHEDULE The consultant will be contracted by SOLIDARITES INTERNATIONAL from February 2026 for a maximum of 25 working days. The consultant is expected to outline key steps in the process as part of the expression of interest. The consultancy will be carried in person out in Yangon, Myanmar. Final submission of the report remains in the hands of SI. SOLIDARITES INTERNATIONAL invites applications for the provision of services as described above. Interested candidates must submit a financial offer (daily rate with clarifications on potential other cost covering expectations plus a proposed overall cost), scheduling, writing sample and CV detailing information on their capacity and experience showing that they are qualified for the services, including: Track record of skill, expertise and experience writing and implementing successful donor-funded projects for climate change and agriculture projects. Previous experience setting up consortia of local and international partners Previous experience with DG INTPA Demonstrated conceptual, analytical, writing and editing skills appropriate for proposal submission Demonstrated skill in using terminology and concepts for climate change and agriculture Working knowledge of the Myanmar context is a plus Exceptional ability to synthesize large amounts of information and data to create engaging and compelling text while maintaining technical accuracy and adhering to strict page limitations Ability to juggle multiple demands, manage shifting priorities, and negotiate timelines Fluency in English required How to apply Interest applicants are required to submit their proposal, using the following guidelines: Cover letter one-page maximum Consultancy planning proposition Financial proposal (only a daily rate is expected.
