Tenders are invited for Consultancy: Meta Evaluation of ActionAid Internationals Humanitarian Signature Closing Date: 29 Jan 2026 Type: Consultancy A meta evaluation is necessary to assess how AAIs humanitarian signature has been implemented across different contexts, its efficiency and effectiveness in achieving intended objectives, challenges/gaps in its implementation, as well as exploring actionable opportunities for adaptation and strengthening. Specifically, the evaluation will: Document how country programmes, partners, and global units have interpreted and embedded the signatures principles in practice. Assess the effectiveness of each signature element in strengthening humanitarian response, resilience, and rights-based programming, highlighting examples of innovation and good practice. Identify challenges, barriers, and contextual limitations in operationalizing the signature across humanitarian-development-peace (HDP) linkages. Explore key lessons learned, capacity-building efforts, and innovations that have emerged through implementation. Examine how the signature has contributed to ActionAids fundraising, partnerships, influencing, and external visibility. Generate actionable recommendations to enhance integration, institutionalization, and adaptation of the signature in future humanitarian and resilience programming. Expected Deliverables: The consultant(s) will be expected to deliver the following outputs as part of this assignment: Inception Report detailing methodology, tools, and workplan. Draft Evaluation Reports (x2) synthesising all findings and insights. 2 virtual Validation Workshops, presenting and validating preliminary and final findings.
