Interested Suppliers Are Invited To Submit A Response To This Mulrfq For The Opportunity To Be Evaluated And Determined Whether They Are Eligible To Be Added To The Ministry’S Multi-Use List Of Qualified Suppliers Of The Ministry Of Agriculture And Food, Business Risk Management Branch – Production Insurance Claims Adjusting – Tree Fruit And Grapes Services.As Described In Section 8, On A Non-Exclusive “As, If And When Requested” Basis, Qualified Suppliers May Be Sent Competition Notices Providing The Opportunity To Compete To Provide Services To The Ministry.Only Qualified Suppliers Will Be Sent And May Respond To Competition Notices That May Issue From This Mulrfq. No Competition Notices Will Be Issued Before The Initial Intake.Unless Otherwise Indicated, This Mulrfq Is Also Intended To Identify And Evaluate Qualified Resources By Reviewing The Qualifications Of Specific Employees Or Subcontractors Proposed By Respondents. If Specific Resources Are Evaluated As Part Of This Mulrfq, Qualified Resources, As Key Personnel Of The Contractor Will Be Required To Perform The Services Under Any Contract That Results From A Competition Notice That Is Issued Under The Mulrfq.The Services Include Providing Crop And Plant Loss Adjusting And Inspections Services On Tree Fruit And Grapes In The Areas Of British Columbia Summarized In The Following Table:Areacrops:South Okanagan (Osoyoos To Penticton) And The Similkameen Valley (Cawston/Keremeos)Tree Fruits, Grapesokanagan Valley (Penticton And Naramata To Salmon Arm)Tree Fruits, Grapesgrand Forks, Creston Valley, Thompson Nicola And Kootenaystree Fruits, Grapesvancouver Island And Fraser Valleytree Fruits, Grapes Qualified Suppliers May Be Contracted Directly, Or Asked To Compete, To Enter Into One Year Or Multiple Year Contract(S) To Provide Adjusting And Inspection Services For Tree Fruit And Grape Crops On An “As, If And When Requested” Basis. The Number And Type Of Inspections Required Correlates Directly With The Number Of Growers, Weather Events, And Loss Events In Each Area. While The Inspections May Occur Anytime During The Year, Depending On The Region, The Majority Will Occur During The Growing Season Which Is From April 1 To November 30.Qualified Respondents Must Be Capable Of Conducting And Documenting Field Inspections For Any Of The Following Reasons:A) Assessing Crops Or Plants That May Have Suffered Damage;B) Determining Cause(S) Of Loss And The Apportionment Of Yield Reduction Due To A Cause Of Loss Or Multiple Causes Of Loss;C) Assessing Crop And Plant Management Practices;D) Estimating Pre-Harvest Crop Yields;E) Determining The Area Of Crop In A Field;F) Sampling Crops For Quality Loss (Loss In Market Grade Based On The Canadian Grade Compendium: Volume 2 – Fresh Fruit Or Vegetables);G) Measuring The Volume (Tons, Kgs, Lbs, Bushels, Bins, Etc.) Of A Harvested Crop;H) Conducting Detailed Farm Inspections; I) Determining And Reporting Health And Vigour Of Plants And Their Ability To Bear Crop; Andj) Determining Program Eligibility, Warranty Confirmation, Loss Control, And Underwriting Inspections.The Services Are Described In Greater Detail, Including In Section 5 And The Appendices.Interested Suppliers Should Familiarize Themselves With The Entirety Of This Mulrfq And Submit A Response As Described In Section 7.
