Structural Engineering Consultancy Services – Installation Using Innovative Methods Of Compressible Materials In The Intersections Of The Underground Laboratory. Law No. 91-1381 Of December 30, 1991 (Known As The “Bataille” Law) Established The Main Research Directions To Be Carried Out On The Management Of Hlw And Ma-Vl Waste. It Retained Three Areas Of Research: Separation And Transmutation, Long-Term Storage (Both Entrusted To The Cea) And Deep Storage (Entrusted To Andra). In 2005, Andra And The Cea Submitted To The State The Results Of Fifteen Years Of Research Carried Out On These Three Axes. Law No. 2006-739 Of June 28, 2006 On The Program Relating To The Sustainable Management Of Radioactive Materials And Waste Is Based On The Public Debate Of 2005 And On Research Evaluations. This 2006 Law Retained The Implementation Of Deep Storage As The Only Solution Capable Of Ensuring The Long-Term Safety Of Radioactive Waste And Set A Reversibility Requirement Of At Least One Hundred Years. The 2006 Law Also Entrusted Andra With The Mission Of Designing And Installing A Reversible Storage Center In A Deep Geological Layer. Law No. 2016-1015 Of July 25, 2016 Specifies The Terms And Conditions For Creating A Reversible Storage Facility In A Deep Geological Layer For Long-Lived High And Medium Activity Radioactive Waste (Basic Nuclear Installation (Bni). The Project Corresponding To This Bni Is Called Cigéo For “Industrial Geological Storage Center”. On August 3, 2020, Andra Filed With The Ministry In Charge Of The Environment And Energy, A Public Inquiry Request File Prior To The Declaration Of Public Utility (Dup) Of The Cigeo Storage Center The Dup Decree As Well As The Decree Qualifying This “Operation Of National Interest” (Oin) Were Obtained On July 8, 2022. These Files Constitute The First Milestones Prior To A Series Of Authorizations Which Will Be Issued As The Project Progresses. The Cigéo Inb (Dac) Was Filed On January 16, 2023. The Examination Of This Application Is Planned To Last 5 Years. In Parallel With The Examination, Andra Is Continuing The Research Work Necessary For The Detailed Design Of The Underground Works And The Demonstration Of The Expected Performances For The Cigéo Project. This Work Is Based In Particular On More Than Twenty Years Of Research Carried Out At The Meuse/Haute-Marne Underground Laboratory. Callovo-Oxfordian, At A Depth Of Approximately 490 Meters, This Experimental Laboratory Was Specifically Designed To Study, Under Representative Conditions, The Behavior Of The Host Rock, The Methods Of Excavation Of Underground Structures, The Support And Lining Systems, The Associated Hydromechanical Phenomena, As Well As The Long-Term Safety Requirements Specific To Deep Geological Storage.
