Background Bildungswerk der Baden-Württembergischen Wirtschaft e.V. (BIWE) seeks to enhance the employability and workforce readiness of technical graduates in Rwanda by supporting their transition into the labor market. Many young graduates possess foundational technical knowledge but lack employability skills, workplace exposure, and job placement support required to secure meaningful employment. To address these gaps, BIWE intends to engage a qualified consultancy firm to design and implement an Employability and Job Placement Traineeship Program targeting recent technical graduates. 2. Objective of the Assignment The overarching objective of this consultancy is to design, deliver, and monitor a structured traineeship program that improves employability, enhances practical workplace skills, and facilitates job placements for technical graduates. Specific objectives include: Equip trainees with essential soft skills and practical employability competencies. Provide trainees with structured work placement opportunities. Establish partnerships with employers. Ensure at least 70% of trainees transition into employment or internships. 3. Scope of Work The consultancy firm will design the program, deliver training, coordinate work placements, support job placement, and conduct monitoring and evaluation. Tasks include curriculum design, training delivery, employer engagement, career support, and reporting. 4. Expected Deliverables Key deliverables include: Inception report Training materials Monthly progress reports Traineeship placement database Final Evaluation Report Job placement outcomes demonstrating at least 70% employment or internships. 5. Duration of the Assignment The traineeship program will run for a minimum of three (3) months and up to six (6) months, starting no later than mid-February 2026, or on another date mutually agreed with BIWE. 6. Key Performance Indicators (KPIs) Program completion rate of 90%. Job placement rate of at least 70%. Engagement of minimum 20 partner companies. Trainee satisfaction rate of at least 80%. Timely submission of reports. 7. Required Qualifications of the Consultancy Firm Legally registered firm or institution with proven experience in employability training, workforce development, TVET, or youth employment programs, and demonstrated capacity in employer partnerships and monitoring and evaluation. 8. Proposal Submission Requirements Technical proposal (firm profile, understanding of assignment, methodology, team, evidence of experience) and financial proposal (detailed cost breakdown). 9. Evaluation Criteria Relevant experience (30%), methodology (30%), trainers qualifications (20%), and financial proposal (20%). 10. Reporting and Supervision The consultancy firm will report to the BIWE Program Manager or designated representative, with regular review meetings scheduled. 11. Ethical Considerations The consultancy must adhere to BIWEs safeguarding, data protection, gender equality, and nondiscrimination policies. CALL FOR APPLICATIONS Consultancy Firms to Provide an Employability and Job Placement Traineeship Program for Technical Graduates 1. Background Rwandas fast-growing economy continues to demand a highly skilled and job-ready technical workforce, particularly in sectors such as automotive mechanics, solar energy systems, electro mechanics, electrical engineering, welding and fabrication, refrigeration and air conditioning, ICT, and electronics. Although many young Rwandans graduate from polytechnics and universities each year, a significant number remain unemployed due to limited exposure to practical employability skills, insufficient workplace exposure, and weak linkages with the labor market. Bildungswerk der Baden-Württembergischen Wirtschaft e. V. (BIWE) is a German non-governmental organization committed to strengthening technical and vocational education and training (TVET) and enhancing youth employability in Rwanda. Under Project KPI 1, BIWE has successfully conducted a call for applications targeting unemployed technical graduates and selected approximately 50 young professionals to participate in an Employability and Job Placement Program. To ensure high-quality Traineeship program with measurable impact, BIWE seeks to engage a qualified consultancy firm to design and implement a comprehensive traineeship program that equips these graduates with employability, digital, entrepreneurial, and career readiness skills, and supports their transition into employment or self-employment. 2. Purpose of the Consultancy The consultancy aims to design, deliver, and support the implementation of an Employability and Job Placement Traineeship Program for selected technical graduates over a period of three (3) to six (6) months. The selected consultancy firm will deliver structured training, mentorship and career guidance, support job placement initiatives, and contribute to measurable employment outcomes in line with BIWEs objectives. 3. Scope of Work The selected consultancy firm will be expected to carry out the following key tasks: 3.1 Program Design and Planning Develop a detailed traineeship program framework aligned with the provided concept note. Propose a clear training methodology, implementation schedule, and monitoring approach. Adapt training content to the needs of Rwandas technical labor market. 3.2 Training and Capacity Building Deliver interactive and practical training sessions covering (but not limited to): CV writing and motivation/cover letter development Interview preparation and professional communication Workplace professionalism, ethics, and labor market expectations Digital and ICT skills relevant to modern workplaces Entrepreneurship and self-employment pathways (including basic financial literacy, access to finance, and introductory proposal writing) Career guidance and job-search strategies 3.3 Career Guidance and Mentorship Provide individual and group career counseling sessions. Support participants in defining career pathways and professional goals. Facilitate mentorship and follow-up support throughout the program duration. 3.4 Job Placement Support Establish and leverage linkages with employers in relevant technical sectors. Support job matching, referrals, and participation in job fairs or networking events. Contribute to placement tracking and reporting. 3.5 Monitoring, Reporting, and Evaluation Track participant attendance, engagement, and learning progress. Measure improvements in employability and job placement outcomes. Submit periodic progress reports and a final consultancy report to BIWE. 4. Expected Outcomes By the end of the consultancy period, the program is expected to achieve the following outcomes: Improved employability, communication, and digital skills among participants. Increased job readiness and workplace professionalism. Enhanced entrepreneurial awareness and readiness for self-employment. Successful job placement, with at least 70% of trainees securing employment, referrals, or internships, ensuring that a significant proportion of trainees transition into meaningful career opportunities. Clear career pathways and improved confidence among graduates. 5. Duration of the Assignment The traineeship program is expected to run for a minimum of three (3) months and a maximum of six (6) months, commencing no later than mid-February 2026 or on another date mutually agreed upon with BIWE. 6. Eligibility and Qualifications of Consultancy Firms Interested consultancy firms must demonstrate: The applicant must be a legally registered firm or institution with valid documentation. Proven experience in employability training, workforce development (Job placement), TVET, or youth employment programs. Strong understanding of Rwandas labor market, particularly the technical and vocational sectors. Experience working with graduates, youth, or early-career professionals. Capacity to deliver training in English and Kinyarwanda. Ability to manage training programs for at least 50 participants. Strong facilitation, reporting, and stakeholder engagement skills. 7. Proposal Submission Requirements Interested firms must submit a Technical Proposal and a Financial Proposal as follows: 7.1 Technical Proposal (Maximum 5 Pages) The technical proposal should include: Company profile and relevant experience (with evidence). Understanding of the assignment and proposed approach. Detailed methodology, and job placement plan aligned with the concept note. Proposed work plan and timeline (36 months). Team composition and key personnel. Monitoring and reporting approach. 7.2 Financial Proposal The financial proposal should include: A detailed and itemized budget in Rwandan Francs (RWF). 8. Submission Procedure and Deadline Complete proposals must be submitted by email only and include both the Technical Proposal and Financial Proposal in PDF format.
