Background The project Reducing Vulnerability to Climate Change through Enhanced Community-based Biodiversity Conservation in the Eastern Province of Rwanda (COMBIO) was initiated to complement the TREPA Project. COMBIO aims to promote biodiversity conservation and strengthen climate resilience in both protected and productive landscapes. It is aligned with Rwandas Green Growth and Climate Resilience Strategy. About IUCN IUCN is a membership Union uniquely composed of both government and civil society organisations. It is a leading provider of conservation data, assessments and analysis. Its broad membership enables IUCN to fill the role of incubator and trusted repository of best practices, tools and international standards. IUCN provides a neutral space in which diverse stakeholders including governments, NGOs, scientists, businesses, local communities, indigenous people organisations and others can work together to forge and implement solutions to environmental challenges and achieve sustainable development. Working with many partners and supporters, IUCN implements a large and diverse portfolio of conservation projects worldwide. About the Project The project is implemented through a consortium model, with the Rwanda Forestry Authority (RFA) acting as the lead implementing agency and the International Union for Conservation of Nature (IUCN) serving as a core technical partner. As part of the projects implementation, forest management plans for key remnant forests were developed and validated. Subsequently, priority actions for restoration were identified, and three forests including Ibanda-Makera Natural remnant forests have been selected as the initial sites for implementation. To ensure effective implementation, RFA and IUCN are adopting a community-based approach. This involves identifying and engaging capable cooperatives from local communities surrounding the targeted forests, be willing, able to manage the funds, being involved in in restoration activities and having practical experience in FLR, legally registered and be inclusive (Men, women, youths and people with disability). 3.
