Expression of Interest for Inclusive Private Sector Employment and Investment Opportunities benefitting FDPs/ IDPs in Iraq Scope of the work The selected consulting firm will combinedata-driven analysis with their local context market expertise to identifyentry points for investment and employment creation for FDPs/IDPs in Iraq. And willfocus on the Kurdistan Region of Iraq (KRI) and selected federal governorates,including Kirkuk and Ninewa (Mosul), which host significant concentrations of IDPs.The tasks will include: Labor Supply and Demand Analysis · Analyze the skills profile, employability, and workforcecharacteristics of FDPs/IDPs in the selected locations. · Map current and projected demand for skills by private-sectorfirms, including MSMEs, large employers, and firms offering work opportunitiesincluding remote or digital. Private Sector and Employment Opportunities Mapping · Identify existing and potential businesses, value chains, andremote-work models with the capacity to engage FDPs/IDPs and host-communityworkers. · Assess the feasibility of different employment modalities (wageemployment, contract work, digital/remote work, and inclusive value-chainparticipation). Investment Opportunities and CapitalAssessment · Identify investment opportunities that can expand employment forFDPs/IDPs and host communities, including business expansion, inclusivevalue-chain models (i.e. agriculture value chains), and skills-linkedenterprise development · Analyze the funding and advisory needs of identified businessesand assess potential engagement, including targeted advisory support and thefacilitation or mobilization of private, DFI, and blended-finance solutions. Enabling Environment Assessment Review key policy, legal, regulatory, and institutional factors affectingprivate investment and the employment of FDPs/IDPs, including the legal rightand practical ability of FDPs/IDPs to work, with a focus on constraints andopportunities relevant to employers and investors. Deliverables: Deliverable Description Format 1. Inception Report Presenting goals, objectives, methodology, study design, timeline, and proposed assessment questions. Word Document 2. Final Presentation Presenting results, recommendations, and data patterns from the market assessment. PowerPoint Presentation 3. Final Report Comprehensive report including: (i) market assessment; (ii) investee profiles (business description, key figures, investment need, and refugee impact) Word Document Methodology: Thecompany will use a mixed-method approach combining: DeskResearch: Review of existing data, relevantIFC and partner studies, and literature on FDP economic inclusion. KeyInformant Interviews: Conduct 1015 structured interviewswith target companies, investors, and other stakeholders. DataAnalysis and Profiling: Develop investeeprofiles and synthesize findings to highlight market potential, barriers, andinvestment opportunities. TheCompany will collaborate closely with IFC to ensure consistency andcomplementarity of findings. Payment Schedule: - 40% of the payment will be made uponcompletion of Deliverable 1. - 60% of the payment will be made uponcompletion of Deliverables 2 and 3. Planned Timeline Inceptionreport drafted by March 15, 2026, finalized by mid-April 2026. Finalreport by end of July 2026 Confidentiality Alldocuments and information given to evaluators by IFC and other stakeholderswill be subjected to confidentiality policy of the respective organizations andevaluators must clarify with each source before publication of information.Citations and reference to any report must be accompanied with a crediblesource including for all data and tables.
