Power Distribution Modernization Project - Modernization of the National Dispatch Centre Approval Date: 26-Oct-2021 Estimated Commencement Date: 300,000 USD Engagement Period: 8 MONTH Objective and Purpose of the Assignment 1. ADB will engage a consulting firm (the Consultant) to support the Government of Timor-Leste and Electricidade de Timor-Leste (EDTL) in undertaking and delivering the outputs on development and assisting in tendering and contract awarding for the Modernization of the National Dispatch Centre (NDC) Project in Timor-Leste. 2. EDTL, a state-owned enterprise (SOE), is responsible for the reliable provision of electricity to its consumers in Timor-Leste. EDTL has nine 150kV/20kV substations, 705 circuit-kilometers (cct-km) of 150kV transmission, over 2,000 cct-kms of 20kV distribution lines, and more than 700 distribution transformers. EDTL has installed generating capacity of 236 MW from the Hera diesel power plant at 119.5 MW (7 units of Wartsilas W18V46 engines) and Betano diesel power plant at 136.6 MW (8 units of Wartsilas W18V46 engines). 3. The Government of Timor-Leste, through the Ministry of Public Works (MPW) and EDTL, currently operates an NDC located in the Dili-Camea Substation control centre building. The NDC monitors and controls the 150 kV transmission network, linking nine substations (150/20 kV) and two main generation plants (Hera and Betano), using an NR Electric PCS-9000 Energy Management System (EMS) installed in 2017 and upgraded in 2022. The PCS-9000 system provides Supervisory Control and Data Acquisition System (SCADA), Power Application Software (PAS), and a Dispatch Training Simulator (DTS). 4. A recent scoping study identified key functional and operational limitations of the current SCADA system of NDC such as lack of Automatic Generation Control (AGC), Load Forecasting, Automated Load Shedding, limited redundancy, and incomplete integration with new substations. Also, it was observed limitations in integration with Solar PV and Battery Energy Storage System (BESS), to be commissioned in next few years. It was further observed that operational risks related to renewable integration, automation gaps, and inadequate training. 5. Under the TA, a consulting firm will be engaged to develop comprehensive technical specifications, bidding documents for the procurement, installation, commissioning and support for contract award for the Modernization of the NDC.
