Expression of Interest for Lebanon Airports PPP Project Technical Consultant and E&S Consultant The Government of Lebanon (GoL) aims to competitively procure a private operator to (i) enhance operational efficiencies and expand, finance, operate, and maintain Beirut-Rafic Hariri International Airport (BEY) and (ii) undertake phased conversion and development and O&M of Rene Mouawad Airport ("KYE") in Qlayaat under a long-term bundled PPP contract (Project). GoL has approached International Finance Corporation ("IFC) to act as lead transaction advisor to assist in structuring and tendering the Project. To support the Project, IFC intends to retain a Technical Consulting Firm (the Consultant) with experience in airport infrastructure PPPs to assist IFC in structuring and tendering the Project. The Consultant will build on IFCs previous work on BEY to undertake a comprehensive due diligence of all technical and Environmental and Social (E&S) issues and prepare detailed technical and E&S due diligence reports, as well as assist IFC on technical and E&S matters in all phases of the tender process including preparing technical and E&S schedules and assisting on the pre-qualification and bid evaluation process, among other tasks.
