Tenders are invited for Procurement Agent Services MCC requires that all beneficiaries of MCC Funding, including the Accountable Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCCs Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (MCCs AFC Policy) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. In issuing this RFO, the Government designates the Compact Development Team (CDT) to act on behalf of Cote dIvoire as the accountable entity responsible for overseeing implementation of the Compact. Until MCA-Cote dIvoire Regional is fully operational, CDT shall be responsible for the Governments obligations under this RFO, including execution of the PA Agreement. Once MCA-Cote dIvoire Regional is fully operational, CDT will assign the PA Agreement to MCA-Cote dIvoire Regional in accordance with its terms. Prior to this assignment, any references to actions taken or rights received by the Accountable Entity or MCA-Cote dIvoire Regional in this RFO, including in the Form of Contract, shall be taken or received by CDT on behalf of the Government, and any references herein to the Accountable Entity or MCA-Cote dIvoire Regional shall be deemed to mean CDT during this period. Following assignment of the PA Agreement to MCA-Cote dIvoire Regional in accordance with its terms, MCA-Cote dIvoire Regional shall replace CDT as party to the PA Agreement, all rights and responsibilities of CDT under the PA Agreement shall be deemed assigned to and assumed by MCA-Cote dIvoire Regional, and all references in the PA Agreement to CDT shall be deemed references to MCA-Cote dIvoire Regional. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. The Procurement Agent will be required to manage the procurements financed by funding contributed by MCC and the Governments contribution. MCA-Cote dIvoire Regional requires the services of the Procurement Agent (PA) for a base period of twelve (12) months at a fixed price. Thereafter, MCA-Cote dIvoire Regional will require six (6) 12-month option periods at a fixed price. However, the final option period (Option Period 6) may be more or less than 12 months and will include a 120-day period after the expiration of the Compact. For purposes of preparing Offers, Offerors should assume that the final option period (Option Period 6) will be for a full 12 months from the time of option effectiveness plus 120 days of closure. At least one year prior to exercising the 6th option, the payment for this period will be adjusted on a pro-rata basis (using the evaluated Option Period 6 price above as the basis) to account for the actual number of days that Option Period 6 will cover. This RFO follows the General Procurement Notice that appeared in dgMarket on October 30, 2025. The Accountable Entity now invites Offers from legally constituted consulting firms and other organizations to provide the Procurement Agent services (Offers). More details on these services are provided in the Terms of Reference in Section V of the RFO. This RFO is open to all eligible entities (Offerors) who wish to respond. Subject to restrictions noted in the RFO, Offerors may associate with other Offerors to enhance their capacity to successfully carry out the assignment. An Offeror will be selected under the Quality and Cost-Based Selection (QCBS) method, the evaluation procedure of which is described in Section III of the RFO in accordance with the MCC Accountable Entity Procurement Policy and Guidelines provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
