Procurement Background And Purpose Of Procurement: The Municipality Of Hartola Acts As The Administrator In A Farmer Group Project Called Biogas Farmer Group Project Hartola/Sysmä. The Project Has Received Funding From The Ely Center In Häme As A Business Group Project In Accordance With The 2023-2027 Funding Period Of The European Rural Development Fund. 10 Farms From The Hartola And Sysmä Regions Are Participating In The Project. The Project Will Be Implemented Between January 1, 2026 And December 31, 2027. The Goal Of The Project Is To Increase Farmers Know-How In The Biogas Industry, Develop Regional Cooperation, And Improve Capabilities To Promote Possible Regional Biogas Plant Investment. The Purpose Of The Procurement Is To Acquire Expert Services, Which Will Be Used To Outline The Possibilities Of A Biogas Business Connecting Farmers In The Hartola And Sysmä Region, As Well As To Evaluate The Key Technical-Economic, Logistical, Environmental And Boundary Conditions Related To Sustainability Requirements. The Goal Of The Expert Work Is To Produce An Overall Picture That Supports Decision-Making, Which Enables The Project To Progress Towards Possible Follow-Up Projects And Investment Preparation. The Expert Work Is Carried Out In Close Cooperation With The Farmers Participating In The Project, The Representatives Of The Municipalities Of Hartola And Sysmä, And The Projects Steering Group. The Work Includes Workshops And Events, Which Are Mainly Implemented In Hartola Or Sysmä. The End Result Of The Expert Work Is A Documented Overall Picture Of The Possibilities Of The Regional Biogas Business, Compared And Justified Alternatives For Further Development, As Well As Material That Can Be Used In The Further Preparation Of Possible Investments. The Results Must Be Comprehensible To Farmers And Stakeholders And Support Practical Decision-Making.
