Tenders are invited for Evaluation and Identification of Improvements Needed for Earth-Based Constructions in Madagascar. Closing Date: 9 Feb 2026 Context: This mission is part of the technical support provided by the AICRL mission in Madagascar in close collaboration with the Shelter Research Unit (SRU) for the benefit of the Malagasy Red Cross (CRM), our local partner. It follows two studies carried out by SRU consultants: i) Improving the resilience of vulnerable populations to natural and socio-economic hazards from October 2018 to June 2019; and ii) Diagnosis, capacity building and skills certification to reduce the environmental impact of humanitarian housing in Madagascar in the field of earthen construction in May 2024. It aims to support our local partner, CRM, which wishes to strengthen its skills in this area, to assess and identify improvements to be made to earth constructions (a building material available on a large scale and widely used) in Madagascar. Study area : Menabe region, districts of Morondava and Miandrivazo. General objectives: In-depth diagnosis of the pre- and post-disaster improvement needs of earthen constructions in the study area, incorporating the aspect of "building back better" In-depth identification of the technical capacities for implementing good construction practices in the study area. Proposal for contextualized technical improvements to existing raw earth construction techniques in the study area, which could be promoted by the CRM and other organizations in the housing sector group. Specific objectives: To develop a diagnosis of existing raw earth constructions, their strengths and weaknesses, while integrating the aspect of "rebuilding better". Identify existing local knowledge and technical skills. Evaluate locally available resources. Determine improvements to be made to raw earth construction techniques applicable to the types of houses encountered in the study area and applicable by the CRM and/or members of the GS habitat. To identify, in a concrete way, the training needs to be developed. The construction cost of traditional earthen hut types is assessed and updated (for each typology). The analysis of local technical capacities and the needs of target training programs to cover the lack of specific knowledge. Analyzing local markets by assessing the availability of resources needed to rebuild better. Quantified proposals for improving raw earth construction techniques are formulated for each typology and given in the form of key messages. Thematic areas for training on earthen constructions are proposed. Deliverables A mission report prepared by the service provider containing (minimum 30 pages). - Presentation of the report and conclusions (maximum 10 pages). The cost of constructing traditional mud-brick houses is assessed and updated by house type. The analysis of local technical capacities and the needs of target training programs to cover the lack of specific knowledge. Analyzing local markets by assessing the availability of resources needed to (re)build better. Quantified proposals for improving raw earth construction techniques are formulated and given in the form of key messages/typology. Thematic areas for training on earthen constructions are proposed (NB: national training for NDRTs and training at the community level) Analysis of relevant training courses offered by the PIROI CRF centre. all the working files used to prepare the study in digital format. Profile A consultant or team of consultants with the following skills: Architect, expert in earthen construction with prior experience in Madagascar. Proven experience of at least 5 years in training curriculum design; Conducting training in the field of earthen construction; Excellent writing and summarizing skills; Knowledge of the study area; Knowledge of the Red Cross and Red Crescent Movement.
