Expression of Interest for Consultancy Services for Assessment of the Tibar Bay Port Cruise Ship Terminal Timor-Leste Enabling. IFC is seeking the services of a consulting firm to provide assessments and analyses needed in support of the development of a cruise ship terminal at the Tibar Port. The consulting firm is expected to: Conduct a high-level assessment of infrastructure requirements for the proposed cruise terminal at Tibar Port. Estimate potential demand and economic impact for cruise tourism in the Dili area under different scenarios Review existing regulations, identify gaps, and recommend necessary adjustments to support terminal development and operations, and cruise development in Timor-Leste Develop a comprehensive roadmap to guide the planning and implementation of the cruise ship terminal and improvement of cruise ship tourism in the Dili area. Identify and engage with relevant cruise line operators to understand operational, technical, and destination requirements, and develop actionable recommendations to position TimorLeste as an attractive and competitive cruise destination. Review the current cruise Standard Operating Procedures (SOPs) and propose revisions to ensure alignment with international best practices and industry standards.
