Tenders are invited for Support for Roma Non-Profit Organizations that will Implement Advocacy Initiatives for the Inclusion of Roma People Eligible Activities Policy and Legislative Analysis: Partners will Analyze Draft Laws and Policies (including Eu Accession Commitments) and Develop Position Papers and Expert Analyses. Budget The Grant Amount is Eur 35,000 (Thirty-Five Thousand Euros). Eligible Expenses: - Salaries for the Project Team and Temporarily Contracted Experts; - Logistics (Events, Consultations, Communication); - Fees for Facilitators/Experts Involved on a Case-By-Case Basis; - Advocacy, Communication and Documentation Activities; - Monitoring and Reporting. 7. Deliverables Annual Advocacy Plan (Correlated with the Development Plan Resulting from the Expertise); Contract Reports and Final Report (Includes Evidence for Indicators); Analytical Documents / Position Papers; Monitoring Reports for Priority Acts/Policies. 8. Progress Indicators Types of Intervention and Definitions of Progress Indicators are Attached, including: Public Policy Analysis, Monitoring, Mobilization and Advocacy, Strengthening the Capacity of Members with Corresponding Definitions and Reporting Requirements. 9. Duration of Projects and Use of Funds The Maximum Duration of the Project will not Exceed 12 Months. The Financial Resources Received as a Result of the Signing of the Grant Agreement must be Used in Accordance with the Activities and Budgets of the Approved Projects and Cannot be Used to Cover the Institutional/Administrative Expenses of the Organization that are not Directly Related to the Project. Grants must not be Used as Financial Aid for the Beneficiary Organization and its Staff and/or the Payment of Debts. Ineligible Expenditure The following Categories of Expenditure are not Eligible : - Debts, Penalties and Other Costs Related to These Debts; - Fines and Expenses Related to Legal Disputes and Litigation; - Financial Losses or Potential Debts that may Arise in the Future; - Acquisition of Land or Buildings; - Exchange Rate Losses; - Loans Granted to Third Parties; - Salaries for Dignitaries or Civil Servants. Ineligible Actions The following Types of Actions are not Eligible : A) Actions Which Concern only or Mainly Individual Sponsorships for Participation in Workshops, Seminars, Conferences, Congresses; B) Actions Which Concern only or Mainly Individual Scholarships for Studies or Training Courses; C) Actions in the Formal Education Sector, except in Special Situations; D) One-Off Conferences: Conferences may be Financed only if They are Part of a Wider Range of Activities to be Carried out during the Implementation of the Project. For this Purpose, Preparatory Activities for a Conference and the Publication of Conference Proceedings do not in Themselves Constitute "Wider Activities"; E) Actions Intended to Raise Funds or Promote the Visibility of the Applicant or its Partner(S); F) Actions Consisting Mainly of Research or Study; G) Actions Consisting Exclusively or Mainly of Capital Expenditure, e.g. Land, Buildings, Equipment and Vehicles, except in Special Situations; H) Actions Discriminating against Individuals or Groups of Persons on Grounds of Gender, Sexual Orientation, Religious Beliefs or Lack of Such Beliefs, or Ethnic Origin; I) Actions Supporting Political Parties; L) Actions Involving Proselytism. Projects that do not Fall within the Objectives of this Programme, Those of a Religious Nature, Sports Competitions, Incomplete Projects or Projects Submitted by Ineligible Organisations will not be Funded.
