Evaluation Consultancy Services - Performing An Interim Evaluation And Preparing An Interim Report On The Implementation Of The Integrated Territorial Development Strategies Of The Six Planning Regions Of Level 2 With A Period Of Action Until 2027.. The Subject Of The Order Is Performing An Interim Assessment And Preparation Of An Interim Report On The Implementation Of The Integrated Territorial Development Strategies Of The Six Planning Regions Of Level 2 With A Period Of Action Until 2027. The Main Goal Is To Develop A Qualitative And Meaningful Mid-Term Evaluation And Interim Report On The Implementation Of The Itsr With A Period Of Action 2021-2027, Assessing Progress In Achieving The Set Goals For Regional And Spatial Development. Itsr Were Adopted By Decisions Of The Council Of Ministers From November 2022. According To Art. 31, Para. 1 Of The Law On Regional Development, The Interim Evaluation Should Also Reflect The Available Results Of The Monitoring And Evaluation Of The Implementation And Of The Plans For Integrated Development Of The Municipalities. According To Art. 67, Paragraph 1 Of The Regulations For The Implementation Of The Law On Regional Development (Rpdrr), On The Basis Of The Information And Data Related To The Implementation Of The System Of Indicators, Reports On The Monitoring Of The Implementation Of The Integrated Territorial Strategies For The Development Of The Level 2 Planning Regions (The Triennial Reports) Are Developed Every Three Years Until The Expiration Of The Strategies. The Three-Year Reports Are Developed By The Territorial Unit (Tr) Of The Ministry Of Regional Development And Public Works (Mrrd) In The Relevant Planning Region, And Art. 67, Para. 2 Of Ppzrr Provides For Expert Support From The Company Under Art. 11, Para. 6 Of The Law On Regional Development. The Interim Assessment Of The Itsr Should Use The Results Of The Triennial Reports Developed By The Territorial Units Of The Ministry Of Regional Development, Which Will Provide, In The Process Of Service Implementation, Some Of The Necessary Information Depending On The Stage Of Preparation Of The Reports. The Selected Contractor Of This Service Will Be Tasked With Carrying Out All The Activities For: Carrying Out An Interim Evaluation And An Interim Report On The Implementation Of The Itsr With A Period Of Action Of 2021-2027, Assessing The Progress In Achieving The Set Goals For Regional And Spatial Development And Reflecting The Available Results Of The Monitoring And Evaluation Of The Implementation And Of The Plans For Integrated Development Of The Municipalities. According To The Technical Specification, After The Execution Of The Public Procurement, The Following Results Are Expected To Be Achieved: 1 Pc. Introductory Report; 1 Pc. First Interim Report; 1 Pc. Second Interim Report; 1 Pc. Final Report, Which Presents The Final Product As Follows: Developed Intermediate Assessment For The Implementation Of Each Of The Six Itsrs, Including Reports Approved By The Ministry Of Education And Culture Under Article 68, Paragraph 2 Of The Ppzrr With Reflected Notes And Comments From All Reconciliation Procedures. Prepared Interim Report On The Implementation Of Each Of The Six Itsrs With Reflected Notes And Comments From All Conciliation Procedures. Prepared A Summary Including Brief Summary Results Of The Implementation Of All Six Itsrs Of The Level 2 Planning Regions (In Bulgarian And In English).
