Expression of Interest for Short-Term Technical Consultants (Multiple Workstreams). Closing Date: 9 Jan 2026 Type: Consultancy World Vision Timor-Leste World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995. WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities. To achieve this, WVTL focuses on key programmatic areas, including health and nutrition, agriculture and economic empowerment, climate change adaptation, humanitarian and emergency response, gender equality and inclusion, child protection, and spiritual development. In collaboration with the government, local organizations, and international donors, WVTL delivers evidence-based programs and advocacy initiatives that align with national priorities and global Sustainable Development Goals. Through a steadfast commitment to community empowerment and the promotion of local languages, WVTL continues to drive sustainable and transformative change in some of Timor-Lestes most vulnerable and remote regions. Project Background We are preparing to launch a new multi-year project focused on strengthening climate and disaster resilience in several municipalities in Timor-Leste. The project will begin a six-month inception phase (JanuaryJune 2026), during which several core analytical and partnership-building deliverables will be completed. These include: A Climate & Disaster Risk Analysis A draft Climate & Disaster Resilience Strategy A Partnership Workshop and Partnership Agreement/Engagement Plan Objective We are seeking short-term consultants to support these inception-stage tasks. Applicants may apply for one or more of the workstreams listed below. Multiple consultants may be contracted based on skills and availability. Timor-Lestebased applicants are strongly encouraged to apply. All workshop logistics will be managed internally. Scope of Work Workstream 1: Climate & Disaster Risk Analysis Support (Remote) Estimated LOE: Part of the combined 15 days (shared with Workstream 2) The consultant will support the internal team to strengthen the tools and structure for a Climate & Disaster Risk Analysis. Tasks include: Reviewing existing design material and relevant climate/disaster policies. Preparing or proposing new practical tools for internal data collection and analysis (hazard exposure, seasonal calendars, risk matrices, vulnerability profiles, and prompts on market-related climate risks). Providing remote guidance during the analysis process. Preparing a short outline for the analysis report and written comments on the internal draft. Workstream 2: Climate & Disaster Resilience Strategy (Remote) Estimated LOE: Part of the combined 15 days (shared with Workstream 1) The consultant will support drafting the first version of a Climate & Disaster Resilience Strategy. Tasks include: Preparing a clear outline for the strategy. Drafting the full document using internal data, workshop material, and available assessments. Incorporating GEDSI considerations, including differences in exposure, access, and decision-making. Joining online review meetings and providing one revised version after comments. Workstream 3: Partnership Brokering Workshop (Based in Dili) Estimated LOE: Short assignment (12 days of workshop time + preparation) This role requires someone currently based in Dili. The consultant will help design and run a partnership brokering workshop with government and civil society actors. Tasks include: Co-designing the workshop agenda and materials. Facilitating the workshop (12 days). Preparing a short summary of outputs and next steps. Internal teams will handle venue, logistics, and participant coordination. Workstream 4: Partnership Agreement and Engagement Plan (Remote or Hybrid) Estimated LOE: To be proposed by applicant The consultant will support drafting or refining a Partnership Agreement and Engagement Plan. Tasks include: Reviewing existing content and internal material. Drafting the plan or reshaping current sections. Suggesting simple tools or templates for day-to-day coordination with partners**.** Required Qualifications (Across All Workstreams) Applicants should have experience relevant to the specific workstreams they apply for. In general: Experience in climate change adaptation, disaster risk reduction, partnership brokering, governance, or related program fields. Strong writing skills. Experience preparing practical documents for NGOs, donors, or government. Experience in Timor-Leste or the Asia-Pacific region is preferred.
