Software Programming And Consultancy Services – Maintenance And Further Development Of The Geo Specialist Applications For D. Hessian Agricultural Promotion. The Economic And Infrastructure Bank Hessen (Wibank) Acts As An Eu-Accredited Paying Agency For Agricultural Promotion In Hesse. Wibank Is Part Of The Landesbank Hessen – Thuringia (Helaba). Helaba Is Responsible For Providing And Operating The Specialized It Systems Required To Promote Agriculture. Helaba Has Currently Outsourced The It Services For Agricultural Promotion To A General Contractor. The Contract With This General Contractor Ends On December 31, 2026. Therefore, The It Services Are Being Put Out To Tender Again. As Part Of These Tenders, There Is A Change From The Current General Contractor Model To A Multi-Provider Model. The Services Previously Provided Centrally By The General Contractor Will Be Divided Up And Successively Advertised In Competition Across Six Technically Defined Lots. The Agricultural Promotion It Systems Are Based On A Highly Integrated Architecture, Which Requires Technical And Professional Dependencies Between The Six Lots. As Part Of The Transition From A General Contractor To A Multi-Provider Model, It Is Therefore Imperative That The Service Providers Per Lot Do Not Act In Isolation, But Rather Become Part Of An Integrated It Ecosystem. In This Case, Only The Services For Lot 2 Are Affected - Maintenance And Further Development Of The Central Geo Specialist Applications For Hessian Agricultural Promotion. The Main Components Are The Area Management (Fig) As A Legally Binding Reference System, The Satellite-Based Area Monitoring (Ams) For The Automated Control Of Funding Applications As Well As Mobile Applications For Farmers (Helawi App) And Testing Services (Hektar). The Service Provider Is Responsible For The Integration Of Geodata, The Analysis Of Satellite Images And Ensuring The Eu Conformity And Technical Sustainability Of The Systems. All Services Must Be Provided On The Basis Of A Framework Agreement And Therefore Only Upon Separate Call/Individual Order.
