Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence. DRC has been operational in Kenya since 2005 and has been working with refugee and host communities. DRC protects, advocates and builds sustainable futures for refugees and other displacement affected people and communities. It provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence. DRC is present in Garissa (Dadaab & Garissa), Turkana (Kakuma, Kalobeyei & Lodwar), Nairobi and Mandera counties. Purpose of the consultancy The Danish Refugee Council based in Kenya seeks proposals from Kenyan qualified company to conduct a Meta-analysis of interventions/approaches that works or doesnt in the different sectors that DRC works in Turkana and Dadaab. The aim is to document the replicable and scalabe interventions and approaches in the various sectors making recommendations to ensure sustained self-reliance as well as value for money. Background The FCDO-British High commission has granted funding to DRC Kenya to implement Rapid Self-Reliance and Resilience Programme (RSRP) project which intends to promote self-reliance interventions in Turkana and Dadaab. The project targets both refugees and host community population. The Project covers 3 outcome areas namely Outcome 1: Vulnerable refugee and host households improve incomes and savings through inclusive, market-driven livelihoods. Outcome 2: Women, youth and vulnerable groups improve access to safety through improved access to quality protection services Outcome 3: Vulnerable households improve resilience to shocks through reinforced systems and capacity This consultancy provides evidence of the selected approaches that support self-reliance for the target communities. Objective of the consultancy The consultant will be required to look at available évidence contribution to success and failure of different interventions with a view to document the barriers to and catalysts for successful interventions in protection, ECREC, WASH, Financial inclusion and peacebuilding sectors in DRC Kenya intervention locations. The analysis will review DRC internal and other external reports in the locations by other actors with a view to recommend improvements to current approaches/ interventions to ensure sustainability and change. Scope of work and Methodology The consultant will be required to prepare a detailed methodology on how to approach the Meta-analysis including: - Secondary data review on DRC internal and external documents. KIIs with key project, sector or agency staff in the locations- Both DRC and other actors relevant to the sector. These will be remote or in person. List to be provided by sector leads and by intervention by the area managers/MEAL teams. Consultant to come up with the tools and questions to guide the Meta-analysis 2 Validation and learning workshop 1 in each location to share and validate recommendations. The validation meetings maybe online. Deliverables The Trainer will submit the eliverables as mentioned in the TOR Duration, timeline, and payment The total expected duration to complete the assignment will be no more than 5 weeks. The Assignment will take place between November -December 2025. The consultant will be expected to submit a detailed report after consultancy to the FCDO project manager for review and approval before payment is processed. PAYMENT SCHEDULE First instalment 30% - upon completion and approval of Phase 1 Submission of inception report. Develop a work plan and methodology, conduct initial consultations with key staff, develop tools and questions. Second instalment 70% Upon completion of phase 2 and phase 3 Meta-analysis, submission and approval of the final Meta-analysis report. Proposed Composition of Team Experts with in-depth knowledge of multisectoral assessments, monitoring, and evaluation, including assessments or organizational/program evaluation (baseline, midterm, and final evaluations). The incumbent shall attach at least one sample meta-analysis report. Diverse sector training and experience including in WASH, Protection, ECREC inclusion Financial inclusion, HDP/Peacebuilding. Technical supervision The selected consultant will work under the supervision of Project manager for the FCDO Project Location and support The location of assignment is within Dadaab and Turkana West Sub- County but will be conducted remotely so no travel is expected Travel The engagement does not necessitate any field travel except consultation meetings and debrief meetings in Nairobi at inception. Eligibility, qualification, and experience required The applicant consultancy team shall have at least a masters degree in relevant fields of study such Sociology, Social Work, development studies, Economics, Project Management, Agriculture, climate change, Monitoring & Evaluation and other related fields per the required assignment In-depth knowledge of multisector operations in systems in Kenya At least 5 years work experience & proven competency in assessments, monitoring, and evaluation, including assessments or organizational/program evaluation (baseline, midterm, and final evaluations). The incumbent shall attach at least one sample meta-analysis report. Demonstrated knowledge and practical experience in conducting meta-analysis for multiple sectors Strong skills in coordinating teamwork Analytical and conceptual skills on market and livelihood assessment Excellent written and spoken communication skills in English Ability to transfer complex concepts and ideas into practical and simple language Diverse sector training and experience including in WASH, Protection, ECREC inclusion Financial inclusion, HDP/Peace building Experience in organizing research processes Proof of similar/previous engagements will be an added advantage.
