The Municipalities Of Jokioinen And Humppila Are Requesting Offers For An Early Childhood Education Management System (Separately For Each Municipality), Which Connects Early Childhood Education Administration, Operating Units And Customers In The Same System. Municipalities Tender For A System Produced As A Saas Service (Software As A Service), Which Must Include At Least The Following Functionalities: User And Legal Managementlogging Into The Systemapplications & Guardians Electronic Transaction Processing Of Applications & Placements - Employeesdecisionsinvoicingwork Organizationcustomer Registermanagement Of Workplaces And Groupsemployees In The Systememployee Mobile Applicationmonitoring Childrens Attendancefamily Daycare Functions In The Systemreportingcaregiver Applicationscommunication Between Employees And Caregiversreporting The Need For Care And Absencespedagogical Documentsintegrations And Data Transfercompatible With The Operational Control System, Personnel Shift Planning And Working Time Monitoring. The Start-Up Costs And The Implementation Project Must Include All The Trainings That Are Central To The Use Of The System, So That After The Trainings The Personnel Have The Opportunity To Use The System Smoothly. Tender Participants Are Asked To Familiarize Themselves With All Tender Documents. Implementation Of The System Implementation Will Begin In The Winter Of 2026, And The Target Schedule For The Implementation Of The System Is In The Spring Of 2026. Granting And Managing User Rights Should Be Smooth And Each User Role (Administration, Guardians, Employees) Has Its Own Functions And Views. The Acquired System Must Be Device-Independent And Accessible Via A Browser Or Mobile Application. The System Must Cover Finnish Early Childhood Education Regulations And Standards As Well As Data Protection And Information Security Requirements. The Implementation Project Of The Service Best Suited To The Purpose Will Be Started As Soon As Possible, And The Goal Is That The Service Will Be In Full Production Use With All User Roles As Soon As Possible, At The Latest In The Spring Of 2026. A More Detailed Schedule Will Be Agreed With The Selected Supplier. The Tenderer Must Name 3 Reference Customers Where The Implementation Of The Offered System Has Taken Place During The Previous 3 Years, Calculated From The Publication Date Of This Request For Tenders, And The System Is Still In Use. The Bidder Must Provide The Contact Information Of Each References Contact Person In Order To Verify The Reference Customership. The Contract To Be Made Is Valid For 3 Years And The Offer Prices Are Valid For The Entire Contract Period. After This, The Contract Continues To Be Valid Until The Contract Is Terminated. The Contract Starts When The Contract Is Signed.
